G20 SEBAGAI JEMBATAN GLOBAL CLIMATE GOVERNANCE?: KETIMPANGAN KEKUASAAN DAN PEMBENTUKAN NORMA

Ketimpangan kekuasaan dalam rezim perubahan iklim dan pembangunan global mendorong G20 membentuk new norm setting dalam isu lingkungan. Sebagai forum kerjasama multilateral, G20 berpotensi menawarkan alternatif kebijakan bagi rezim perubahan iklim global, khususnya melalui norm setting agenda. Dengan menggunakan pendekatan rezim internasional dan multi-level governance, tesis ini berfokus pada pembentukan norma dan implementasi norm setting agenda G20 yang berupaya mengurangi ketimpangan kekuasaan dalam dialog dan kebijakan perubahan iklim global. Norm setting G20 tidak hanya berpotensi mendorong konsensus dan dialog tetapi juga menjadi upaya bersama membangun perubahan iklim yang dikotruksi sebagai tantangan bersama. Arsitektur global governance G20, yang melibatkan negara-negara Utara dan Selatan, organsiasi internasional dan engagement groups dapat dikelola sebagai forum multi-level governance untuk mengatasi persoalan mendasar dalam politik tata kelola iklim dunia.

Power inequality in the existing climate change and global development regimes has pushed the G20 to form a new norm setting. As a typical multilateral cooperation forum, the G20 has the potential to offer alternative policy for the global climate change regime, particularly through the norm setting agenda. By using an international regime approach and multi-level governance, the research focuses on the formation of norms and the implementation of the norm setting of the G20 agenda that seeks to reduce power inequality in global climate change dialogue and policy. The norm setting of the G20 does not only have the potential to encourage consensus and dialogue, but also becomes a joint effort to build climate change that is constructed as a common challenge. The G20's global governance architecture, which involves North and South countries, international organizations and engagement groups, can be managed as a multi-level governance forum to address fundamental issues in world climate governance politics.
