ANALISIS PENETAPAN HARGA KAYU BULAT DAN HARGA TRANSFER GETAH PINUS (Studi Kasus Di KPH Banyumas Barat)

Pengusahaan hutan Pinus KPH Banyumas Barat selama ini mengalami kerugian, sebagai salah satu unit usaha PT Perhutani, diharapkan mampu untuk dapat memberikan kontribusi keuntungan positif terdapat keuntungan perusahaan secara keseluruhan. Tulisan ini menguraikan bagaimana KPH Banyumas Barat dalam melakukan usahanya di bi dang kehutanan (pengusaaan hutan) yang mengalami kerugian finansial dimana pendapatan < pengeluaran. Output pengusahaan hutan Pinus adalah berupa kayu dan getah yang merupakan produk bersama (joint produk). Hasil kayu bisa langsung dijual kepada konsumen sedangkan hasil getah dikirim (transfer) ke PGT (Pabrik Gondorukem dan Terpentin), getah Pinus yang dikirim ke PGT mempunyai harga tersendiri yaitu harga transfer. Dengan demikian sumber penghasilan KPH Banyumas Barat berasal dari penjualan kayu bulat Pinus dan penjualan getah yang dikirim ke PGT. PGT ini masih milik PT. Perhutani yang berfungsi sebagai pengolah getah menjadi gondorukem dan terpentin. Output hasil pengolahan PGT dijual kepada konsumen oleh divisi lain yaitu KPE, yang juga milik PT. Perhutani. Analisis biaya pengusahaan hutan Pinus ditujukan untuk mencari nilai tegakan (stumpage value), biaya produksi persatuan volume hasil serta harga transfer getah yang adil, yang dapat digunakan sebagai bahan pertimbangan dalam penetapan harga penjualan kayu dan getah oleh PT. Perhutani. Analisis dilakukan terhadap seluruh biaya pengusahaan yang digunakan dalam proses produksi, serta pendapatan dari penjualan kayu dan getah selama periode pengusahaan hutan (daur 25 tahun), dibuat dalam bentuk cash flow dalam satuan Rp/Ha. Selain dari pada itu harga transfer getah dicari dengan metode turunan harga gondorukem dan terpentin berdasarkan harga eksport (free on board). Hasil yang diperoleh tercermin dalam besamya nilai NPV dan BCR dalam cash flow, serta harga transfer getah dalam batas harga atas dan harga bawah (maximum and minimum transfer price), yang menunjukkan bahwa kebijakan penetapan harga perlu direvisi atau ditinjau kembali agar pengusahaan hutan Pinus di KPH Banyumas Barat tidak merugi.

KPH Banyumas Barat pine forest company experiences loss up to now. The company as an enterprise unit of PT. Perhutani is expected to be able to contribute to the positive profit of the entire company. The recent paper describes how KPH Banyumas Barat operates its forest business that results in the financial loss in term of its income is lower than its expenditure. The output of the pine forest company is log and pine resin representing joint products. The log can be directly sold to the consumers, while the pine resin is transferred to PGT (Pabrik Gondorukem dan Terpentin). The pine resin transferred to the PGT is sold at transfer price. Thus the income source of KPH Banyumas Barat results from the sale of the pine log and the pine resin transferred to the PGT. The PGT is still owned by PT. Perhutani serving as the processor of the pine resin into turpentine and gondorukem. The output of the process by the PGT is sold to the consumers by another division, KPE that is also owned by PT. Perhutani. The cost analysis of the pine forest company is aimed at finding the stumpage value, the production cost per volume unit and the equal transfer price of pine resin by PT. Perhutani. The analysis is conducted to all company cost incurred in the production process, and the income of the log and the resin sale in the forest enterprise period (25 years cycle), and it is formulated into a cash flow in Rp/Ha unit. In addition, the transfer turpentine based on the free on board price. The results obtained are reflected in the NPV and BCR values in the cast flow, and the transfer price in the maximum and minimum transfer price, indicating that the policy in determining the price need to revise that the KPH Banyumas Barat pine forest company does not experience any repeated loss.
