Efisiensi Koperasi Pertanian di Daerah Istimewa Yogyakarta

Pembangunan pertanian di Daerah Istimewa Yogyakarta tidak lepas dari peran penting organisasi petani yaitu koperasi pertanian. Penelitian ini bertujuan untuk menganalisis tingkat efisiensi dan faktor-faktor yang mempengaruhi tingkat efisiensi koperasi pertanian. Jenis penelitian ini adalah deskriptif dan kuantitatif. Lokasi penelitian berada di Provinsi Daerah Istimewa Yogyakarta, Indonesia. Teknik pengumpulan data menggunakan dari Dinas Koperasi dan UKM tingkat Kabupaten dan Kota selama 2016 sampai 2019. Teknik analisis menggunakan metode data envelopment analysis untuk mengukur tingkat efisiensi secara teknis dan teknis murni serta analisis regresi data panel untuk mengetahui faktor yang mempengaruhi tingkat efisiensi. Hasil penelitian ini, pertama menunjukkan bahwa koperasi pertanian di Daerah Istimewa Yogyakarta efisien secara teknis ada 4 unit atau sebesar 11,43% dan teknis murni ada 10 unit atau sebesar 28,57%. Kedua, faktor yang berpengaruh positif terhadap tingkat efisiensi adalah jumlah karyawan sedangkan jumlah pengawas berpengaruh negatif terhadap tingkat efisiensi. Berdasarkan kesimpulan tersebut, saran dalam penelitian ini yaitu pertama untuk koperasi pertanian yang belum efisien dapat melakukan cara yaitu belajar kepada koperasi pertanian yang sudah efisien, dan menjalin komunikasi serta kerjasama dengan koperasi yang sudah efisien. kedua, jumlah karyawan berpengaruh positif terhadap tingkat efisiensi, sehingga perlu adanya langkah untuk meningkatkan jumlah karyawan teruntuk koperasi pertanian yang jumlah karyawannya sedikit atau tidak memiliki karyawan serta jumlah pengawas berpengaruh negatif terhadap tingkat efisiensi, sehingga perlu adanya langkah untuk mempertimbangkan jumlah dalam pemilihan calon pengawas di koperasi pertanian yang belum efisien.

Agricultural development in the Special Region of Yogyakarta cannot be separated from the important role of farmer organizations, namely agricultural cooperatives. This study aims to analyze the level of efficiency and the factors that affect the level of efficiency of agricultural cooperatives. This type of research is descriptive and quantitative. The research location is in the Special Province of Yogyakarta, Indonesia. The data collection technique uses the Cooperative and UKM Office at the Regency and City levels from 2016 to 2019. The analysis technique uses the data envelopment analysis method to measure the level of efficiency purely technically and technically as well as panel data regression analysis to find out the factors that influence the level of efficiency. The results of this study, firstly show that there are 4 units of technically efficient agricultural cooperatives in the Special Region of Yogyakarta or 11.43% and purely technically there are 10 units, or 28.57%. Second, the factor that has a positive effect on the level of efficiency is the number of employees while the number of supervisors has a negative effect on the level of efficiency. Based on these conclusions, the suggestions in this study are first for agricultural cooperatives that are not yet efficient, they can do the method, namely learning from agricultural cooperatives that are already efficient, and establishing communication and collaboration with cooperatives that are already efficient. second, the number of employees has a positive effect on the level of efficiency, so it is necessary to take steps to increase the number of employees for agricultural cooperatives that have few or no employees and the number of supervisors has a negative effect on the level of efficiency, so it is necessary to take steps to consider the number in the selection of supervisor candidates in agricultural cooperatives that have not been efficient.
