ANALISIS PROTOKOL INTERNET BARU DAN KONSEP CYBER SOVEREIGNTY DALAM MENINGKATKAN KEAMANAN NASIONAL CINA

Pada Maret 2020 lalu, Cina mengajukan proposal Protokol Internet Baru ke International Telecommunications Union. Proposal ini berisi serangkaian usulan teknis untuk memperbarui protokol internet yang ada sekarang dengan harapan internet dapat menunjang teknologi canggih yang ada pada masa kini. Bagi beberapa pengamat internet, proposal ini tidak mendesak karena teknologi yang ditawarkan tidak baru ataupun tidak mungkin diaplikasikan. Berangkat dari masalah tersebut, tulisan ini berupaya melihat kembali tujuan pengajuan proposal ini. Dengan konsep kedaulatan siber, balkanisasi internet, dan keamanan nasional, penulis menemukan bahwa proposal ini utamanya bertujuan untuk memperketat pengawasan terhadap kelompok domestik, mengendalikan arus informasi, serta membentuk norma siber baru di tingkat global.

In March 2020, China submitted a proposal for a New Internet Protocol to the International Telecommunications Union. This proposal includes several technical suggestions to modify the current internet protocol in hopes of improving the internet in order to support the sophisticated modern technologies used today. To many internet observers, this proposal is not of any urgency since the technology offered is not new and nearly impossible to apply. This research aims to deeply examine the purpose of this suggestion. Using the concept of cyber sovereignty, balkanization of the internet, and national security, this research found that the proposal mainly aims to strengthen surveillance on domestic groups, to control information flow, as well as to shape new cyber norms on a global level.
