The Role of Alternative Media: Using Narrative Policy Framework to Analyze Anti-Sexual Violence Bill in Indonesia

This paper aims to explore the role of alternative media through narrative framings in advocating a prominent policy agenda related to alarming sexual violence condition in Indonesia. This study is based on the qualitative content analysis of alternative media’s online news coverage taken during three different periods from 2020 to 2022 and applies a non-experimental case study of the Anti-sexual Violence Bill (RUU PKS). To examine the case study, this paper uses Narrative Policy Framework’s meso-level of analysis by identifying narrative elements and narrative strategies. It is found that narrative stories in news coverage resemble the dynamics of policy events. The analysis using Narrative Policy Framework discovered the way alternative media plays a role in policy advocacy and educating the masses through learning in the policy-making process. This study also revealed that alternative media highlights larger issues and invites experts to the policy education system while remaining unbiased in advocating and providing education to the public.
