Implementasi Kebijakan Program SiBakul Jogja Free Ongkir dalam Meningkatkan Transaksi Usaha Mikro, Kecil dan Menengah yang Terdampak COVID-19 di Provinsi Daerah Istimewa Yogyakarta pada Periode Tahun 2020 � 2021

Studi ini berisi tentang implementasi kebijakan program Sibakul Jogja free ongkir dalam meningkatkan transaksi Usaha Mikro, Kecil Dan Menengah yang terdampak COVID-19 di Provinsi Daerah Istimewa Yogyakarta pada periode tahun 2020 � 2021 sebagai upaya yang telah dilakukan pemerintah Daerah Istimewa Yogyakarta dalam mengurangi dampak pandemi COVID-19 terhadap keberlangsungan UMKM melalui Dinas Koperasi dan UMKM DIY. Studi ini bertujuan untuk mengetahui sejauh mana implementasi yang terjadi, faktor pendorong serta faktor penghambat dalam pelaksanaan kebijakan program Sibakul Jogja Free Ongkir dengan mengadopsi perspektif teori implementasi Edwards III yang dibagi kedalam empat aspek yakni komunikasi, sumber daya, struktur birokasi dan disposisi. Dalam pelaksanaan kebijakan free ongkir ini, keempat aspek tersebut dinilat dapat mempengaruhi keberhasilan dari implementasi program Sibakul Jogja. Lebih lanjut, studi ini menganalisis implementasi melalui metode kualitatif yang menghasilkan beberapa temuan bahwa aspek komunikasi, sumber daya, struktur birokrasi dan disposisi sudah berjalan dengan baik. Peningkatan omset UMKM dari masa awal pandemi tahun 2020 hingga adanya solusi free ongkir naik pesat hingga 11 kali lipat. Hanya saja, dalam prakteknya, suatu implementasi kebijakan tidak serta merta berjalan mulus sesuai dengan tujuan dan sasaran program, suatu kebijakan tentu saja mengalami suatu hambatan. Pada kebijakan ini, hambatan dilihat melalui sisi makro dan mikro. Dimana hambatan dari adanya kebijakan ini antara lain: sosialisasi kebijakan masih belum diketahui secara masif oleh UMKM DIY, kurangnya SDM pada Dinas Koperasi dan UMKM DIY hingga terjadinya human error dalam pelaksanaan kebijakan.

This study contains the implementation of the Sibakul Jogja free shipping program policy in increasing Micro, Small and Medium Enterprise transactions affected by COVID-19 in the Special Region of Yogyakarta Province in the 2020-2021 period as an effort that has been made by the Special Region of Yogyakarta government in reducing the impact of the COVID pandemic -19 on the sustainability of MSMEs through the DIY Cooperative and MSMEs Office. This study aims to determine the extent to which implementation has occurred, the driving factors and inhibiting factors in the implementation of the Sibakul Jogja Free Ongkir program policy by adopting the perspective of Edwards III's implementation theory which is divided into four aspects namely communication, resources, bureaucratic structure and disposition. In implementing this free shipping policy, these four aspects are considered to be able to influence the success of implementing the Sibakul Jogja program. Furthermore, this study analyzes implementation through qualitative methods which yields several findings that aspects of communication, resources, bureaucratic structure and disposition have been going well. The increase in MSME turnover from the beginning of the 2020 pandemic to the free shipping solution increased rapidly by up to 11 times. It's just that, in practice, a policy implementation does not necessarily run smoothly in accordance with the goals and objectives of the program, a policy naturally encounters an obstacle. In this policy, obstacles are seen from the macro and micro sides. Where the obstacles to this policy include: socialization of policies that are still not massively known by DIY SMEs, lack of human resources at the DIY Cooperative and UMKM Office to the occurrence of human errors in implementing policies.
