ANALISIS PENGARUH PENGELUARAN PEMERINTAH DAERAH PROVINSI SEKTOR PUBLIK TERHADAP PEMBANGUNAN MANUSIA DI INDONESIA

Berangkat dari permasalahan pembangunan manusia di Indonesia, yaitu berkaitan dengan naiknya alokasi pengeluaran pemerintah di sektor publik yang tidak sebanding dengan kenaikan pembangunan manusia yang cenderung statis, tercermin dari Indeks Pembangunan Manusia, khususnya di tingkat provinsi. Penelitian ini berfokus pada bagaimana pengaruh realisasi pengeluaran pemerintah sektor publik, khususnya sektor pendidikan, kesehatan, dan infrastruktur terhadap pembangunan manusia melalui IPM di 34 provinsi Indonesia dalam periode tahun 2016 sampai 2019. Penelitian ini menggunakan metode regresi data panel dan menunjukkan hasil bahwa hanya pengeluaran pemerintah sektor pendidikan saja yang berpengaruh positif signifikan terhadap IPM, sedangkan pengeluaran pemerintah sektor kesehatan dan infrastruktur tidak berpengaruh signifikan terhadap IPM.

Departing from the problem of human development in Indonesia, which is related to the increase in the allocation of government spending in the public sector which is not proportional to the increase in human development which tends to be static, this is reflected in the Human Development Index, especially at the provincial level. This research focuses on how the effect of the realization of public sector government spending, especially the education, health and infrastructure sectors on human development through the HDI in 34 Indonesian provinces in the period 2016 to 2019. This study uses the panel data regression method and shows the results that only government spending only the education sector has a significant positive effect on HDI, while government spending on health and infrastructure does not have a significant effect on HDI.
