Implementasi dan Peran Aktor dalam Inovasi Lembaga Pariwisata Berbasis Masyarakat (Kasus: BUM Desa Sambimulyo Kalurahan Sambirejo)

Tujuan dari penelitian ini adalah untuk menggali bagaimana implementasi Community Based Tourism (CBT) di lembaga BUM Desa Sambimulyo, menemukan faktor-faktor penghambat peran aktor dalam inovasi lembaga CBT, dan mengetahui bagaimana meningkatkan peran aktor dalam mendorong inovasi di lembaga pariwisata berbasis masyarakat BUM Desa Sambimulyo. Penelitian ini menggunakan metode kualitatif dengan menggunakan dua teknik analisis data yaitu analisis deskriptif kualitatif (mendeskripsikan/menguraikan) dan analisis deskriptif komparatif (membandingkan). Penelitian ini dilakukan dengan beberapa tahap, yaitu observasi lapangan, in depht interview dengan informan yang ditentukan dengan dua teknik purposive sampling dan snowball sampling, kemudian hasil wawancara dicek ulang dengan data dan dokumentasi. Hasil penelitian menunjukkan bahwa lembaga BUM Desa Sambimulyo telah mengimplementasikan konsep CBT. Dalam perspektif lembaga, BUM Desa Sambimulyo memerlukan adanya modifikasi formasi dalam strukturnya akan tetapi secara fungsi lembaga BUM Desa telah mengimplementasi konsep CBT. Faktor penghambat peran aktor dalam inovasi lembaga CBT BUM Desa Sambimulyo adalah formasi dalam struktur BUM Desa Sambimulyo belum lengkap untuk mengimplementasikan CBT, terutama dalam peningkatan kapasitas masyarakat, akses informasi, serta kegiatan untuk mencegah dampak alam dan budaya. Selain dilihat dari proses inovasi lembaga pengelola Tebing Breksi dapat diketahui bahwa lembaga BUM Desa Sambimulyo tidak dapat memanfaatkan wewenang yang diberikan Pemerintah Kalurahan Sambirejo dengan maksimal dalam mengelola Tebing Breksi. Berdasarkan hasil penelitian mengenai implementasi CBT dan faktor-faktor penghambat peran aktor dalam inovasi lembaga CBT BUM Desa Sambimulyo dapat diketahui bahwa peningkatan peran aktor dalam inovasi lembaga CBT BUM Desa Sambimulyo adalah dengan memodifikasi formasi dalam struktur lembaga dengan meningkatkan kapasitas pengelola. Selain itu aktor BUM Desa Sambimulyo harus memanfaatkan kewenangan yang diberikan Pemerintah Kalurahan Sambiro dalam mengelola Tebing Breksi dengan meningkatkan sinergi dan kolaborasi seluruh aktor yang terlibat dalam pengelolaan Tebing Breksi. Dalam meningkatkan peran aktor juga perlu meningkatkan fungsi pada setiap bagian BUM Desa Sambimulyo, baik penasihat, pelaksana operasional, maupun pengawas.

This research aims to investigate the implementation of CBT in BUM Desa Sambimulyo, to identify factors inhibiting the role of actors in innovating CBT institutions, and to determine the strategy to enhance the role of actors in enforcing CBT institution innovation in BUM Desa Sambimulyo. This study employed descriptive qualitative analysis and descriptive comparative analysis. The data was collected through several processes, including observation and in-depth interviews with informants determined by purposive and snowball sampling. The interview results were then triangulated with the data and documentation. According to the findings, BUM Desa Sambimulyo has implemented the CBT concept. From an institutional standpoint, BUM Desa Sambimulyo's structure has to be modified, even though the CBT concept has been functionally implemented at the BUM Desa institution. The formation in the structure of BUM Desa Sambimulyo is not yet complete for the implementation of CBT, particularly in increasing community capacity, access to information, and activities to prevent natural and cultural impacts. This is a constraint for the role of actors in the innovation of the CBT institution of the BUM. The BUM Desa Sambimulyo institution cannot effectively use the authority given by the Sambirejo Village Government in managing the Tebing Breksi, as can also be observed from the innovation process of the Tebing Breksi management agency. Based on the findings of research on the implementation of CBT and the factors that impede the role of actors in the CBT innovation institution in BUM Desa Sambimulyo, it is evident that the best way to improve the role of actors is by modifying the formation of the institutional structure through the increase of the managerial capacity. Additionally, the actors in BUM Desa Sambimulyo must maximize the synergy and cooperation of all actors participating in managing Tebing Breksi in order to benefit from the authority granted by the Sambirejo District Government. Along with expanding the role of actors, the BUM Desa Sambimulyo's advisers, operational implementers, and supervisors all need to perform their roles effectively.
