ANALISIS FAKTOR PENGARUH KEBIJAKAN PANDEMI TERHADAP STRATEGI PEMBANGUNAN PROYEK KONSTRUKSI DI MASA COVID-19

Pandemi Covid-19 mendorong pemerintah untuk melakukan penyesuaian dengan membuat kebijakan pada sektor jasa konstruksi. Hal ini berdampak pada pelaksanaan beberapa proyek konstruksi mengalami permasalahan dalam penyelesaiannya. Penelitian ini bertujuan untuk mengkaji dampak penyesuaian kebijakan sektor jasa konstruksi pada masa pandemi, terhadap faktor-faktor yang mengakibatkan permasalahan pelaksanaan proyek konstruksi dan menggali strategi-strategi pengendaliannya. Penelitian ini menggunakan kuesioner skala perbandingan dan kuesioner terbuka. Kuesioner didistribusikan kepada pemangku kepentingan yang terlibat langsung pada pelaksanaan proyek bangunan gedung dibeberapa kota besar di pulau Jawa. Kuesioner diberikan kepada 25 responden. Data responden yang digunakan berjumlah 10, terdiri dari tiga pemangku kepentingan yang terdiri dari kontraktor, konsultan dan owner. Analisis dilakukan menggunkan Model Analysis Hierarchy Process (AHP). Hasil penelitian menunjukkan, bahwa adanya kebijakan pemerintah terkait upaya pencegahan penyebaran Covid-19, dengan mengeluarkan Intruksi Menteri PUPR No.c2/1n/m/2020 memberikan dampak yang signifikan terhadap pelaksanaan pekerjaan proyek. Adapun urutan terbesar yang terjadi pada pelaksanaan proyek yang sedang berlangsung dengan nilai persentase 9,81% proyek mengalami keterlambatan suplai material, 8,18% mengalami kesulitan untuk pengadaan alat dan tenaga kerja, serta 7,76% mengalami kenaikan biaya proyek (biaya overhead). Berdasarkan analisis diketahui ketiga dampak tersebut, dipengaruhi oleh adanya kebijakan pembatasan sosial, serta penyesuaian proyek konstruksi masa pandemi melalui penerapan protokol kesehatan dan implementasi K3. Adapun upaya pencegahan yang dapat dilakukan dalam alternatif solusi pada penelitian ini yaitu peningkatan koordinasi tim dan penggunaan teknologi remote control lebih jauh dari itu penyesuaian metode kerja menjadi strategi paling dipilih untuk menekan dampak negatif dan menjaga keberlanjutan pelaksanaan proyek selama masa pandemi Covid-19.

The Covid 19 pandemic motivated the government to make policies and changes in the contructions services sector. Unfortunately, this caused construction projects to experience problems. The study explores their anticipation strategies impact of this policy on factors that cause problems in implementing construction projects. The study also explores their anticipation strategies. Data collection of comparison-scale and open questionnaires.Questionnaires were distributed to stakeholders directly involved in the implementation of building projects in several big cities on the island of Java. Questionnaires were given to 25 respondents. The number of respondents used is 10, consisting of three stakeholders consisting of contractors, consultants and owners. The analysis was carried out using Anal-ysis Hierarchy Process (AHP) with a multi-indicator approach. The results of the study show that the existence of government policies related to efforts to prevent the spread of Covid-19, by issuing the PUPR Minister's Instruction No.c2/1n/m/2020 has had a significant impact on the implementation of project work. The biggest sequence that occurs in the implementation of ongoing projects with a percentage value of 9.81 percent of projects experiencing delays in material supply, 8.18 percent experiencing difficulties in procuring tools and labor, and 7.76 percent experiencing an increase in project costs (overhead costs). Based on the analysis, it is known that these three impacts were influenced by the existence of a social restriction policy, as well as adjustments to construction projects during the pandemic through the implementation of health protocols and the implementation of K3. The prevention efforts that can be made in alternative solutions in this study are increasing team coordination and using remote control technology further than that, adjusting work methods is the most chosen strategy to reduce negative impacts and maintain the sustainability of project implementation during the Covid-19 pandemic.
