Analisis Efektivitas Implementasi Hasil Kesepakatan "Pertemuan untuk Poso" dalam Upaya Transformasi Konflik Komunal Poso

Konflik komunal Poso yang telah mendapatkan intervensi penyelesaian konflik lewat "Pertemuan untuk Poso" nyatanya masih menyisakan persoalan keamanan, kegagalan rekonsiliasi, permasalahan sosial ekonomi, dan permasalahan sosial politik. Penelitian ini bertujuan untuk memahami efektivitas implementasi hasil kesepakatan "Pertemuan untuk Poso" dalam upaya transformasi konflik di Kabupaten Poso, mengingat masih adanya persoalan pasca konflik tersebut. Penelitian dilakukan secara kualitatif dengan menggunakan sumber data primer berupa wawancara dan sumber data sekunder berupa kumpulan artikel, buku, jurnal, serta dokumen-dokumen yang terkait. Dengan menggunakan kerangka teori dari Lederach (2014) tentang transformasi konflik, temuan dalam penelitian ini menunjukkan, pada tingkatan personal, implementasi hasil kesepakatan damai cukup efektif meminimalisir efek destruktif dari konflik, meningkatkan kesehatan fisik dan mental masyarakat korban konflik, dan meningkatkan kesejahteraan anak, namun, kurang efektif meningkatkan kesejahteraan perempuan. Pada tingkatan relasional, implementasi hasil kesepakatan damai cukup efektif membangun hubungan yang konstruktif antar pihak berkonflik. Pada tingkat struktural, implementasi hasil mediasi cukup efektif meningkatkan kondisi keamanan tetapi kurang efektif meningkatkan penegakan hukum. Implementasi hasil kesepakatan damai juga cukup efektif memenuhi kebutuhan dasar dari korban konflik. Namun, kurang efektif mendatangkan perubahan yang konstruktif dalam politik pemerintahan. Pada tingkatan kultural, implementasi hasil kesepakatan damai efektif mengubah pola pikir masyarakat yang dulunya memahami dan menanggapi konflik dengan kekerasan kemudian berubah menjadi lebih positif dan konstruktif. Secara keseluruhan, implementasi hasil kesepakatan "Pertemuan untuk Poso" sudah cukup efektif namun belum optimal karena belum berhasil menyelesaikan permasalahan kekerasan seksual, segregasi sosial, kekerasan sporadis, perbaikan sistem pemerintahan, dan penegakan hukum.

The Poso communal conflict, which has received conflict resolution intervention through the: "Meeting for Poso" in fact, still leaves security issues, failure of reconciliation, socio-economic problems, and socio-political problems. This study aims to understand the effectiveness of implementing the results of the "Meeting for Poso" agreement to transform the conflict in the Poso Regency, bearing in mind that there are still post-conflict problems. The research was conducted qualitatively using primary data sources in the form of interviews and secondary data sources in the form of collections of articles, books, journals, and related documents. By using the theoretical framework of Lederach (2014) regarding conflict transformation, the findings in this study indicate that, at a personal level, the implementation of the results of a peace agreement is quite effective in minimizing the destructive effects of conflict, improving the physical and mental health of conflict-affected communities, and improving children's welfare, but, less effective in improving women's welfare. At the relational level, the implementation of the results of the peace agreement is quite effective in building constructive relations between conflicting parties. At the structural level, the implementation of mediation results is quite effective in improving security conditions but less effective in increasing law enforcement. Implementation of the peace agreement results is also quite effective in meeting the basic needs of conflict victims. However, it is less effective in bringing about constructive changes in government politics. At the cultural level, implementing the peace agreement effectively changes the mindset of people who previously understood and responded to violent conflict and then switched to be more positive and constructive. Overall, the implementation of the results of the "Meeting for Poso" agreement has been quite effective but not optimal because it has not succeeded in resolving the problems of sexual violence, social segregation, sporadic violence, improving the government system, and law enforcement.
