GAMBARAN MANAJEMEN SUMBER DAYA MANUSIA KEPERAWATAN DI INSTALASI GAWAT DARURAT SELAMA PANDEMI COVID-19

Latar Belakang : Pandemi Covid-19 adalah kondisi persebaran virus Covid-19 yang besar dan cepat di seluruh dunia. Peningkatan kasus Covid-19 di rumah sakit memerlukan adanya respon cepat dalam memenuhi permintaan perawatan yang tinggi tersebut. Salah satu strategi untuk beradaptasi terhadap peningkatan permintaan perawatan tersebut adalah dengan pengelolaan sumber daya manusia (SDM) tenaga kesehatan yang ada. Tujuan Penelitian : Menggambarkan manajemen SDM Keperawatan di IGD selama pandemi Covid-19, permasalahan dan solusi yang berkaitan dengan SDM keperawatan di IGD RSUD Panembahan Senopati. Metode : Merupakan penelitian kualitatif dengan desain kualitatif deskriptif. Data dikumpulkan dengan wawancara semi terstruktur kepada 12 partisipan yang terlibat didalam pengelolaan SDM keperawatan yang ada di IGD. Analisis data menggunakan tekhnik line by line. Hasil : Enam tema yang ditemukan oleh peneliti meliputi 1) kondisi RS saat lonjakan Covid-19, 2) permasalahan yang dihadapi SDM keperawatan selama covid-19, 3) SDM profesional, 4) cara antisipasi kekurangan tenaga perawat IGD, 5) cara penurunan beban kerja perawat IGD, 6) upaya mengatasi lonjakan kapasitas rumah sakit Kesimpulan : Berdasarkan analisis tema yang ditemukan didapatkan kondisi terkait permasalahan SDM perawat di IGD seperti kekurangan SD, peningkatan beban kerja, distress psikologis perawat.

Background: The Covid-19 pandemic is a condition of the large and rapid spread of the Covid-19 virus throughout the world. The increase in Covid-19 cases admitted to hospitals requires a quick l response to meet the high demand for care. One strategy to adapt to the increasing demand for care is to manage existing health workers' human resources (HR). Method: This is qualitative research with a descriptive qualitative design. Collected data with semi-structured interviews with 12 participants involved in managing human nursing resources in the emergency room. Data analysis using line-by-line techniques. Results: The six themes found include: 1. covering the condition of the hospital during the Covid-19 surge, 2. problems faced by human nursing resources during the covid-19 wave in the emergency room, 3. professional human resources, 4. ways to anticipate the shortage of emergency room nurses, 5. ways to reduce the workload of emergency room nurses, 6) efforts to deal with hospital capacity spikes. Conclusion: Based on the analysis of the themes found, conditions related to human resource problems for nurses in the emergency room were found, such as a shortage of elementary schools, increased workload, and psychological distress for nurses.
