TELAAH PENGUKURAN KINERJA PADA DINAS KELAUTAN DAN PERIKANAN PROVINSI JAWA TENGAH: KASUS PADA LOKA PERBENIHAN IKAN AIR PAYAU SLUKE TAHUN 2022

Tujuan Penelitian: Penelitian ini bertujuan untuk menganalisis pengukuran kinerja dan memberikan rekomendasi yang dapat mendorong upaya peningkatan kinerja organisasi pemerintah di bidang produksi dan pelayanan publik sektor perikanan dengan model BSC. Metode/Pendekatan: Penelitian ini merupakan penelitian deskriptif kualitatif dengan pendekatan studi kasus. Sumber data dalam penelitian ini, yaitu data primer berupa hasil wawancara mendalam dengan koordinator, karyawan, dan pelanggan di LPIAP Sluke dan data sekunder berupa analisis data karyawan, laporan keuangan, produksi, dan penjualan tahun 2021-2022. Temuan Penelitian: Hasil penelitian menunjukkan bahwa dari total 23 indikator kinerja utama (IKU) terdapat 2 IKU tidak mencapai target dan 2 IKU yang belum mencapai target, namun diperkirakan akan mencapai target pada akhir tahun 2022. Hasil analisis juga menunjukkan bahwa LPIAP Sluke sebenarnya kekurangan tenaga kerja kompeten dan terlatih di bidang perikanan, hal ini tidak dapat diidentifikasi melalui pengukuran kinerja secara tradisional yang selama ini diterapkan di LPIAP Sluke. Selain itu, penuangan hasil pengukuran kinerja ke dalam matriks maturity grid memberikan beberapa rekomendasi yang dapat digunakan untuk mendorong peningkatan kinerja organisasi.

Research Objectives: This study aims to analyze the performance measurement and provide recommendations that can encourage efforts to improve the performance of government organizations in the field of production and public services in the fisheries sector with the BSC model. Method/Approach: This research is a qualitative descriptive research with a case study approach. The data sources in this study are primary data in the form of in-depth interviews with coordinators, employees and customers at LPIAP Sluke and secondary data in the form of an analysis of employee data, financial reports, production and sales for 2021-2022. Research Findings: The results of the study show that out of a total of 23 key performance indicators (IKU) there are 2 KPIs that have not reached the target and 2 KPIs that have not reached the target but are expected to reach the target by the end of 2022. The results of the analysis also show that LPIAP Sluke is actually understaffed competent and trained work in the field of fisheries. This cannot be identified through traditional performance measurements that have been implemented so far at LPIAP Sluke. In addition, pouring the results of performance measurements into the maturity grid matrix provides several recommendations that can be used to encourage organizational performance improvement.
