LAND REFORM ABAD 21: Kepengaturan dan Navigasi Sosial Pemukiman di Dalam Kawasan Hutan Banyuwangi

Tesis yang berjudul �Land reform abad 21: Kepengaturan dan navigasi sosial pemukiman di dalam kawasan hutan Banyuwangi� ini beranjak pertanyaan: Mengapa pemukim dalam kawasan hutan ingin memiliki sertifikat hak milik tanah?� Untuk menjawab pertanyaan tersebut saya menggunakan konsep navigasi sosial yang diperkenalkan oleh Hendrik Vigh (2009, 2010). Penelitian tentang pemukiman di dalam kawasan hutan serta kebijakan land reform di dominasi narasi ekonomi politik dan cenderung mengabaikan aspirasi dan navigasi sosial petani yang menjadi subjek land reform. Dengan metode etnografi dan penelusuran kisah hidup individu dan keluarga petani, tesis ini menjelaskan bahwa keinginan mendapatkan sertifikat hak milik tanah disebabkan oleh hasrat untuk mendapatkan pengakuan dari negara atas tanah para pemukim, serta untuk meningkatkan nilai ekonomi dari tanah tersebut. Hasrat tersebut dibentuk oleh sejarah mereka dalam mencari tanah, melakukan kerja sebagai perlawanan, serta pencarian pengakuan dan peningkatan nilai tanah.

The thesis entitled "Twenty-First Century Land Reform: Governmentality and Social Navigation of Forest Dwellers in Banyuwangi" raises the question: Why do forest dwellers pursue to have certificates? To answer this question I use the concept of Social Navigation introduced by Hendrik Vigh (2009, 2010). Research on settlements in forest areas and land reform policies is dominated by political economy narratives and tends to ignore the aspirations and social navigation of farmers who are the subject of land reform. By using ethnographic methods and tracing the life stories of peasants' individuals and families, this thesis explains that the desire to obtain a land title certificate was caused by the sacrifice to obtain recognition from the state for the settlers' land, as well as to increase the economic value of the land. This desire is shaped by their history of searching for land, carrying out work as resistance, as well as recognition and increase in land value.
