Sebagai kota metropolitan, kota Makassar memiliki masalah yang kompleks, oleh karena itu diperlukan solusi yang inovatif dan berkelanjutan untuk menyelesaikan permasalahan yang ada di kota Makassar yaitu dengan menerapkan konsep Smart City. Kota Makassar telah menerapkan konsep Smart City sejak tahun 2015 dengan mengimplementasikan inovasi teknologi informasi dan budaya sombere sebagai karakterisitk masyarakat kota makassar dalam program-program yang direncanakan, sehingga pada tahun 2017 kota Makassar menjadi salah satu kota yang meraih Penghargaan Smart City pada Gerakan Menuju 100 Kota Cerdas yang diselenggarakan oleh Kementerian Komunikasi dan Informasi Republik Indonesia dan pada tahun 2019 Makassar dianugerahi Penghargaan Kota Pengembangan Daerah terbaik oleh Bappenas (Kementerian Perencanaan Pembangunan Nasional). Penelitian ini bertujuan untuk mendeskripsikan tahapan perkembangan kota Makassar menuju Smart City, mengidentifikasi faktor-faktor yang mempengaruhi tahapan perkembangan kota Makassar menuju Smart City, dan mengindentifikasi implementasi budaya sombere di Kota Makassar. Kota Pintar Makassar. Metode yang digunakan pada penelitian ini adalah metode srudi kasus dengan pendekatan kualitatif berdasarkan proposisi teoritis dan pendekatan deskriptif terhadap kasus. Adapun hasil penelitian ini menunjukkan bahwa tahapan pembangunan kota Makassar menuju Smart City terdiri dari tiga tahapan yaitu Tahap Persiapan, Perencanaan, dan Pelaksanaan dan tahapan pembangunan kota Makassar dipengaruhi oleh faktor internal dan eksternal pemerintahan, faktor internal terdiri dari 11 faktor dan faktor eksternal terdiri dari 4 faktor.

As a metropolitan city, the city of Makassar has complex problems, therefore innovative and sustainable solutions are needed to solve the problems that exist in the city of Makassar, namely by applying the Smart City concept. The city of Makassar has implemented the Smart City concept since 2015 by implementing information technology innovation and sombere culture as the characteristics of the Makassar people in the planned programs so that in 2017 the city of Makassar became one of the cities that won the Smart City Award in the "Movement Towards 100 Smart City organized by the Ministry of Communication and Information of the Republic of Indonesia and in 2019 Makassar was awarded the Best Regional Development City Award by Bappenas (Ministry of National Development Planning). This study aims to describe the stages of development of the city of Makassar towards a Smart City, identify the factors that influence the stages of development of the city of Makassar towards a Smart City, and identify the implementation of sombere culture in Makassar City. Makassar Smart City. The method used in this research is a case study method with a qualitative approach based on theoretical propositions and a descriptive approach to the case. The results of this study indicate that the stages of Makassar city development towards Smart City consist of three stages, namely the Preparation, Planning, and Implementation Stage and the Makassar city development stages are influenced by internal and external government factors, internal factors consist of 11 factors and external factors consist of 4 factors.
