Partisipasi Masyarakat dalam Implementasi Kampung Tematik di Kota Semarang (Kasus: Kampung De Jamoer dan Kampung Hasta Karya)

Salah satu program pemerintah Indonesia yang bertujuan meningkatkan kualitas lingkungan permukiman adalah pembangunan kampung tematik dengan mengoptimalikanpotensi khusus yang dimiliki suatu wilayah permukiman. Program pembangunan ini telah dijalankan di Kota Semarang sejak 2016 dengan jumlah mencapai 209 kampung tematik yang tersebar di 177 kelurahan. Namun, tingkat keberhasilan kampung tematik cukup bervariasi dan dipengaruhi oleh berbagai faktor, seperti kecocokan tema kampung tematik dengan potensi setempat, keterlibatan masyarakat dalam proses pembangunan, dan situasi sosio-ekonomi warga. Penelitian ini bertujuan untuk mengidentifikasi perkembangan kondisi dua kampung tematik pilihan di Semarang yakni Kampung De Jamoer dan Kampung Hasta Karya, dan menganalisis partisipasi warga dalam pelaksanaan kampung tematik serta faktor-faktor yang memengaruhinya. Variabel yang digunakan untuk meneliti perkembangan kondisi kampung tematik meliputi ekonomi, etos, dan lingkungan; variabel untuk meneliti partisipasi masyarakat dibagi berdasarkan bentuk, jenis, dan tingkatnya; dan variabel untuk meneliti faktor-faktor yang memengaruhi partisipasi masyarakat dibagi menjadi faktor internal dan faktor eksternal. Penelitian memakai data primer dan sekunder yang didapat melalui kuesioner, wawancara dan observasi lapangan. Metode penelitian yang digunakan adalah mixed-method. Hasil penelitian menunjukkan bahwa kampung tematik memiliki pengaruh yang berbeda terhadap kondisi perekonomian warga di kedua kampung, di mana Kampung Hasta Karya dipercaya telah memberikan perubahan yang lebih signifikan - meskipun mayoritas warga di kedua kampung telah berpartisipasi aktif dalam kegiatan tematik. Pada akhirnya, partisipasi masyarakat di Kampung De Jamoer dinilai perlu ditingkatkan kembali. Hal ini terjadi karena ketidaksesuaian tema yang diangkat dan faktor eksternal berupa komunikasi yang kurang optimal dan tidak adanya pemimpin yang berpengaruh, sehingga menyebabkan warga Kampung De Jamoer memiliki rasa kepemilikan yang kurang.

One of the programs from the Indonesian government that aims to improve the quality of residential neighborhoods is the development of thematic villages, which optimize the unique potential of a selected neighborhood. This program has been implemented in Semarang since 209 and has produced a total of 209 thematic villages spread across 177 sub-districts. However, the success rate of developing these thematic villages is varied and are influenced by a range of factors, such as the suitability of the selected themes with the local potential, the involvement of the residents in the development of the thematic villages, and the socio-economic circumstances of the residents themselves. This study aims to identify the development of two selected thematic villages in Semarang, namely Kampung De Jamoer and Kampung Hasta Karya, and to analyze the participation of residents in the implementation of the program as well as the factors that influence it. The variables used to examine the development of the thematic villages include economic benefits, ethos, and environmental quality; the variables used to examine community participation are divided based on the shape, type and level of participation; and the variables used to examine the factors that influence community participation are divided into internal factors and external factors. The study used primary and secondary data obtained through questionnaires, interviews, and field observations. The results showed that the two thematic villages have different impacts on the economic conditions of their respective residents, where Hasta Karya Village is believed to have provided more significant changes - despite most residents in both villages having actively participated in thematic activities. From this, it is viewed that the community participation in De Jamoer Village needs to be improved. This is due to the incompatibility of the selected theme as well as external factors covering poor communication and the absence of an influential leader, thus driving a low sense of belonging for the residents in De Jamoer Village.
