Perancangan model Sistem Informasi Geografis penerimaan Pajak Bumi dan Bangunan pada Kantor Pusat Direktorat Jenderal Pajak

Sistem informasi yang dikembangkan oleh Direktorat Jenderal Pajak (DJP) mengenai Pajak Bumi dan Bangunan (PBB) sampai saat ini penggunaan dan aplikasinya masih terbatas pada tingkat Kantor Pelayanan Pajak Bumi dan Bangunan (KPPBB), sedangkan pada tingkat Kantor Pusat Direktorat Jenderal Pajak (KPDJP) belum tersedia. Dalam hal ini kebutuhan sistem informasi yang sangat penting pada KPDJP adalah sistem informasi yang dapat menyajikan informasi penerimaan PBB di wilayah Kantor Wilayah DJP dan Kantor Pelayanan PBB dalam bentuk informasi tematik dengan menggunakan Sistem Informasi Geografis (SIG). Dengan latar belakang itu penelitian ini bertujuan untuk membuat model SIG penerimaan PBB pada KPDJP yang dapat menyajikan informasi penerimaan PBB dalam bentuk informasi tematik. Materi yang digunakan dalam penelitian ini berupa data spasial dan data atribut. Data spasial meliputi data peta administrasi wilayah kabupaten/kota dan data atribut meliputi data realisasi penerimaan, rencana, dan ketetapan PBB per kabupaten/kota. Untuk mendapatkan hasil yang baik, penelitian ini diselesaikan dengan melakukan beberapa tahapan yaitu persiapan, pengumpulan data, perancangan basisdata dan program aplikasi, pemasukan data spasial dan data atribut, pembangunan basisdata spasial dan atribut, pembuatan program aplikasi, pengujian program, dan penyajian hasil penelitian. Pembuatan program aplikasi SIG dalam penelitian ini menggunakan perangkat lunak Mapbasic dan penyajiannya menggunakan perangkat lunak Mapinfo. Di samping kedua perangkat lunak tersebut diperlukan perangkat lunak untuk mengolah data atribut yaitu Microsoft Excel. Penelitian mengenai perancangan model SIG penerimaan PBB pada KPDJP menghasilkan basisdata SIG penerimaan PBB. Penelitian ini juga menghasilkan suatu program aplikasi SIG yang dapat digunakan untuk membantu kegiatan KPDJP dalam memantau realisasi penerimaan PBB di wilayah Kantor Wilayah DJP dan Kantor Pelayanan PBB. Hasil penelitian menunjukan bahwa melalui aplikasi SIG dapat diketahui besarnya persentase realisasi terhadap rencana penerimaan, persentase realisasi terhadap ketetapan, dan persentase rencana terhadap ketetapan pada suatu Kantor Wilayah DJP, dan Kantor Pelayanan PBB melalui penyajian informasi tematik.

The information system developed by DJP (Directorate General of Tax) concerning PBB (Land and Building Tax) to date the use and application its still limited to the needs of KPPBB (the Local of Land and Building Tax Service Office), while the applications in the KPDJP (the Head Office of Directorate General of Tax) were not yet been made available. In this case, the important information system requirement at KPDJP is its capability to present the information of PBB revenue in Kanwil DJP (Regional Office region of DJP) and KPPBB in the form of thematic information by using a GIS (Geographical Information System) for handling. This research aims at developing a model of GIS PBB revenue at KPDJP which can present the information of PBB revenue in the form of thematic information. The material used in this research are in the form of spasial and attribute data. The spasial data cover the data about the regional administration map of regency/town while the attribute data cover the actual revenue, tax revenue plan, and PBB tax assesment of each regency/town. To obtain the good results, this research was conducted involving steps, i.e, preparation, data collection, database design and program application, spasial and attribute data inclusion, spasial and attribute database development, application program development, program examination, and research of result presentation. GIS Application programs in this research were developed using MapBasic application software and its presentation was developed using MapInfo application software. In addition of the two application package, thes research used Microsoft Excel for processing the attribute data. The GIS for PBB revenue at KPDJP yielded the GIS database of PBB revenue. This research also yielded a GIS application program which can be used to assist the KPDJP activities to monitor ot the realization of PBB revenue in Kanwil DJP and KPPBB. The results of the research indicate that through GIS applications, the percentage of the realization of tax revenue to the revenue plan, the percentage of the realization of tax revenue to the tax assesment, and the percentage of plan to assesment at one particular Kanwil DJP and KPPBB through presentation of thematic information
