Analisa Kinerja Pemerintah Kabupaten Banyumas pada Masa Pandemi COVID-19

Penelitian ini memiliki tujuan untuk menganalisis kinerja Pemerintah Kabupaten Banyumas pada masa pandemi Covid-19 yang akan dibandingkan dengan kinerja sebelum pandemi. Penelitian ini menggunakan pendekatan penelitian deskriptif karena bermaksud untuk memberikan informasi mengenai kinerja pemerintah daerah Kabupaten Banyumas pada masa pandemi Covid-19. Temuan dalam penelitian ini adalah sebagian besar peningkatan alokasi anggaran baik sebelum pandemi maupun saat pandemi, diikuti oleh kenaikan nilai indikator kesejahteraan rakyat, dan sebaliknya, sebagian besar penurunan alokasi anggaran untuk bidang urusan pemerintahan diikuti oleh penurunan nilai indikator kesejahteraan rakyat. Jika dilihat dari indikator kesejahteraan masyarakat, sebagian besar bidang kesejahteraan masyarakat mengalami kenaikan setiap tahunnya baik sebelum pandemi maupun saat pandemi, kecuali bidang kesehatan. Hal tersebut memberikan sinyal bahwa kinerja pemerintah membaik karena mampu meningkatkan kesejahteraan masyarakat. Hasil analisis efektivitas dan efisiensi menunjukkan bahwa efektivitas dan efisiensi pemerintah sebagian besar mengalami penurunan sebelum pandemi dan saat pandemi tahun pertama, kemudian meningkat saat pandemi tahun kedua. Hal tersebut memberikan sinyal bahwa kinerja pemerintah untuk menyejahterakan rakyatnya mengalami peningkatan saat pandemi tahun kedua.

This study aims to analyze the performance of the Banyumas Regency Government during the Covid-19 pandemic which will be compared with performance before the pandemic. This study uses a descriptive research approach because it intends to provide information about the performance of the local government of Banyumas Regency during the Covid-19 pandemic. The findings in this study are that most of the increase in budget allocations both before the pandemic and during the pandemic, was followed by an increase in the value of the people's welfare indicator, and vice versa, most of the decrease in budget allocation for the field of government affairs was followed by a decrease in the value of the people's welfare indicator. When viewed from the indicators of public welfare, most of the areas of public welfare have increased every year both before the pandemic and during the pandemic, except for the health sector. This gives a signal that the government's performance is improving because it is able to improve people's welfare. The results of the effectiveness and efficiency analysis show that the effectiveness and efficiency of the government mostly decreased before the pandemic and during the first year of the pandemic, then increased during the second year of the pandemic. This gives a signal that the government's performance to improve the welfare of its people has increased during the second year of the pandemic.
