Monitoring Pelaksanaan Vaksinasi COVID-19 Di Kabupaten Bantul Periode Januari 2022-Mei 2022 Berdasarkan Peraturan Menteri Kesehatan Republik Indonesia Nomor 19 Tahun 2021

2022 | Tesis | MAGISTER ILMU KESEHATAN MASYARAKATLatar Belakang : Pemerintah DI Yogyakarta telah melakukan program vaksinasi COVID-19 untuk memutus mata rantai penyebaran virus COVID-19 yang pada tanggal 7 Oktober 2021 dengan target 2.879.699 orang untuk dosis 1 dan 2, dimana capaian dosis tahap pertama pada tanggal 7 Oktober 2021 sebesar 54,8%, dan 23,69% untuk capaian kedua. Kabupaten Bantul menjadi prioritas untuk penerimaan vaksin COVID-19 di DIY, dengan target 767.047 dosis, dan capaian 68% untuk dosis pertama, dan 38% untuk dosis kedua pada tanggal 7 Oktober 2021. Berdasarkan latar belakang masalah tersebut, maka dipandang perlu dilakukan monitoring pelaksanaan vaksin di Kabupaten Bantul dengan berpedoman kepada Peraturan Menteri Kesehatan Republik Indonesia Nomor 19 Tahun 2021. Metode: Penelitian ini dilakukan di Dinas kesehatan Kabupaten Bantul secara kualitatif dengan menggunakan jenis penelitian kualitatif exlporatif, dengan pendekatan riset implementasi melalui wawancara mendalam. Data dianalisis dengan content analysis melalui transcript, coding, reduce coding, kategorisasi dan penentuan tema. Data hasil analisis diintegrasikan dalam bentuk kajian narasi untuk dilakukan interpretasi permasalahan sehingga dapat disusun rekomendasi. Hasil Penelitian: Didapatkan faktor pendukung antara lain menyusun perencanaan, pendokumentasian, melaksanakan kolaborasi antar tim, mempersipakan petugas yang berkompeten selain itu didapatkan pula faktor penghambat yang terdiri dari kurangnya kesadaran masyarakat, kurangnya sarana dan prasarana, kesulitan memproyeksi kebutuhan vaksin, kebijakan yang tidak konsisten dan beban kerjan yang berat. Sehingga direkomendasikan perlunya kebijakan yang konsisten dan strategi dalam mensosialisasikan kepada masyarakat dan kualitas kelayakan masa berlaku vaksin COVID-19 perlu diperhatikan sesuai dengan jadwal pemberian. Kesimpulan: Hasil monitoring yang menunjukkan bahwa masih terdapat permasalahan yang mempengaruhi pemberian vaksin COVID-19 di Kabupaten Bantul berdasarkan Peraturan Menteri Kesehatan Nomor 19 Tahun 2022 dalam hal beban kerja yang dirasakan, kurangnya kesadaran masyarakat, kesulitas memproyeksi, kurangnya sarana dan prasarana dan kebijakan yang tidak konsisten.
Background: The Government of DI Yogyakarta has carried out a COVID-19 vaccination program to break the chain of the spread of the COVID-19 virus on October 7, 2021 with a target of 2,879,699 people for doses 1 and 2, where the first stage of the dose was achieved on October 7, 2021. by 54.8%, and 23.69% for the second achievement. Based on the background of the problem, it is deemed necessary to monitor the implementation vaccines in Bantul Regency based on the Regulation of the Minister of Health of the Republic of Indonesia Number 19 of 2021. Methods: This research was conducted at the Bantul District Health Office qualitatively by using explorative qualitative research, with an implementation research approach through in-depth interviews. The data were analyzed by content analysis through transcript, coding, reduce coding, categorization and determining the theme. The data from the analysis is integrated in the form of a narrative study to interpret the problem so that recommendations can be drawn up. Results: Supporting factors were found, including planning, documenting, implementing collaboration between teams, preparing competent officers. In addition, there were also inhibiting factors consisting of lack of public awareness, lack of facilities and infrastructure, difficulty in projecting vaccine needs, inconsistent policies and heavy workload. Therefore, it is recommended that consistent policies and strategies be needed to disseminate information to the public and the quality of the validity period of the COVID-19 vaccine needs to be considered in accordance with the schedule of administration. Conclusion: Monitoring results show that there are still problems that affect the delivery of the COVID-19 vaccine in Bantul Regency based on the Regulation of the Minister of Health Number 19 of 2022 in terms of the perceived workload, lack of public awareness, difficulty in projecting, lack of facilities and infrastructure and policies that do not consistent.
