Sosialisasi Norma Sustainable Development Goals (SDGs) pada Pembangunan Pendidikan Dasar dan Menengah

Penelitian ini mendiskusikan tentang proses sosialisasi Sustainable Development Goals (SDGs) di Indonesia yang berfokus pada pembangunan pendidikan dasar dan menengahnya. Dalam tesis ini, peneliti berupaya mengkaji bagaimana ide SDGs mampu berkelindan dengan upaya Indonesia dalam menangani masalah pembangunan pendidikan di sektor pendidikan dasar dan menengah sehingga mampu meningkatkan taraf pembangunan pendidikannya. Hal ini cukup krusial diangkat mengingat isu pendidikan menjadi perhatian utama pada banyak negara bahkan global sehingga masalah ini menjadi agenda besar pada isu pembangunan internasional yang juga masuk dalam agenda SDGs. Terlebih untuk Indonesia yang masih diperlukan adanya insentif alternatif, norma SDGs perlu dijewantahkan fungsinya dalam pembangunan pendidikan dasar dan menengah Indonesia. Berdasar pada konsep Siklus Hidup Norma, peneliti berkesimpulan bahwa sosialisasi SDGs pada pembangunan pendidikan di Indonesia telah melewati tahap kemunculan norma (2010-2014), kaskade norma (2015-2017), sampai pada internalisasi norma (2018-2021). Sosialisasi norma mampu mencapai tahap ini mampu dibaca dari kondisi domestik Indonesia yang memiliki kongruensi dengan norma SDGs, alih-alih norma tersebut juga melegitimasi kebijakan domestik. Hal yang perlu dievaluasi adalah internalisasi norma yang belum berjalan optimal mengingat perlu adanya insentif pada institusionalisasi dan habituasi.

This thesis discusses the process of socializing the Sustainable Development Goals (SDGs) in Indonesia which focuses on the development of primary and secondary education. In this thesis, researchers sought to examine how the idea of SDGs are able to intertwine with Indonesia's efforts in dealing with educational development problems in the primary and secondary education sector so as to increase the level of educational development. This is quite crucial considering the issue of education is a major concern in many countries and even globally so that this issue becomes a big agenda on international development issues that included in the SDGs agenda. Especially for Indonesia, where alternative incentives are still needed, the SDGs norms need to be translated into their function in the development of Indonesia's primary and secondary education. Based on the Norm Life Cycle concept, the researcher concluded that the socialization of SDGs in education development in Indonesia had passed through the stages of emergence of norms (2010-2014), norm cascade (2015-2017), to norm internalization (2018-2021). The socialization of norms could be deal in the peak stage upon Indonesia's domestic conditions which have congruence with SDGs norms, instead of these norms also legitimizing domestic policies. The evaluation on this socialization is the internalization of norms has not run optimally considering the need for incentives for institutionalization and habituation.
