ANALISIS PENGHITUNGAN PEMBIAYAAN TESTING CORONA VIRUS DESEASE (COVID-19) DENGAN MENGGUNAKAN RESERVE TRANSCRIPTION POLYMERASE CHAIN REACTION (RT-PCR) DI FASILITAS KESEHATAN PEMERINTAH DAERAH KOTA PANGKALPINANG TAHUN 2021

Latar belakang : Situasi Covid-19 di Kota Pangkalpinang semakin membaik yaitu berada pada level 1. Namun, tetap saja ada keterbatasan dalam penerapan upaya mencegah penularan Covid-19 sehingga perlu dikendalikan melalui tindakan yang efektif. Pengujian diagnostik untuk SARS-CoV-2 merupakan salah satu tindakan efektif sekaligus komponen penting untuk strategi pencegahan dan pengendalian Covid-19. RT-PCR dianggap sebagai "standar emas" untuk deteksi molekuler infeksi virus. Dalam rangka percepatan penanganan Covid-19, pemerintah mengutamakan penggunaan alokasi anggaran untuk kegiatan yang mengacu kepada protokol penanganan Covid-19 sehingga diperlukan standar harga satuan sebagai pedoman dalam penyusunan RKA-SKPD. Namun, Pemerintah Kota Pangkalpinang belum memiliki peraturan daerah yang mengatur tentang standar harga satuan testing Covid-19 menggunakan RT-PCR. Tujuan : Menghitung besaran biaya satuan untuk testing Covid-19 menggunakan RT-PCR di fasilitas kesehatan Pemerintah Kota Pangkalpinang tahun 2021, untuk selanjutnya dibandingkan kesesuaian besaran total estimasi biaya testing Covid-19 menggunakan RT-PCR dengan pagu anggaran yang telah dialokasikan oleh Pemerintah Kota Pangkalpinang. Metode : Penelitian observasional yang bersifat deskriptif dengan rancangan penelitian cross sectional dan jenis data yang digunakan adalah data kuantitatif. Penghitungan biaya satuan dengan pendekatan bottom-up. Hasil : Penghitungan unit cost dengan pendekatan bottom up diperoleh biaya satuan testing Covid-19 menggunakan RT-PCR pada RSUD Depati Hamzah sebesar Rp 302.529 dan pada UPT Laboratorium Kesehatan Daerah yaitu Rp 357.303. Besar anggaran yang di alokasikan Pemerintah Kota Pangkalpinang untuk testing Covid-19 menggunakan RT-PCR tahun 2021 sebesar Rp 5.785.186.600. Sementara estimasi biaya testing Covid-19 menggunakan RT-PCR berdasarkan biaya satuan pada RSUD Depati Hamzah sebesar Rp 3.881.443.936 dan pada UPT Laboratorium Kesehatan Daerah sebesar Rp 4.584.194.071. Kesimpulan : Besar estimasi anggaran yang dibutuhkan untuk testing Covid-19 menggunakan RT-PCR di fasilitas Pemerintah Kota Pangkalpinang berdasarkan biaya satuan lebih rendah dari pagu anggaran yang telah di alokasikan oleh Pemerintah Kota Pangkalpinang untuk testing Covid-19 menggunakan RT-PCR tahun 2021.

Background : The Covid-19 situation in Pangkalpinang City is getting better at level 1. However, there are still limitations in implementing efforts to prevent the transmission of Covid-19, so it needs to be controlled through effective measures. Diagnostic testing for SARS-CoV-2 is one of the most effective measures and an essential component of the overall Covid-19 prevention and control strategy. RT-PCR is considered the �gold standard� for molecular detection of virus infections. In the context of accelerating the handling of Covid-19, the government prioritizes the use of budget allocations for activities that refer to the Covid-19 handling protocol, so that unit price standards are needed as guidelines in the preparation of the budget needs plan. However, the Pangkalpinang City Government does not yet have a regional regulation that regulates the standard unit price for testing Covid-19 using RT-PCR. Objective : Calculating the unit cost for testing Covid-19 using RT-PCR at the health facilities of the Pangkalpinang City Government in 2021, and then comparing the total amount of the estimated cost of Covid-19 testing using RT-PCR with the budget ceiling that the Pangkalpinang City Government has allocated. Method : Descriptive observational research with a cross-sectional research design, and the type of data used is quantitative data. The calculation of the cost with a bottom-up approach. Result : The unit cost calculation with a bottom-up approach obtained that the unit cost of testing Covid-19 using RT-PCR at the Depati Hamzah Hospital was Rp 302.529 while at the Regional Health Laboratory is Rp 357.303. The budget allocated by the Pangkalpinang City Government for testing Covid-19 using RT-PCR in 2021 is Rp 5. 785.186.600. While the estimated cost of the Covid-19 test using RT-PCR based on the unit cost at the Depati Hamzah Hospital is Rp 3.881.443.936 and at the Regional Health Laboratory is Rp 4.584.194.071. Conclusion : The estimated budget required for testing Covid-19 using RT-PCR at the Pangkalpinang City Government facilities is based on a unit cost lower than the budget ceiling that the Pangkalpinang City Government has allocated for testing Covid-19 using RT-PCR in 2021.
