Ekonomi Politik Kebijakan Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP3K) Provinsi Kepulauan Riau: Kontestasi Kepentingan dan Komitmen terhadap Pengelolaan Pesisir Berkelanjutan

Kebijakan Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP3K) Provinsi Kepulauan Riau merupakan bentuk komitmen terhadap keberlanjutan wilayah pesisir. Sebagai Provinsi dengan dominasi wilayah perairan 98% maka kebijakan Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP3K) merupakan hal yang sangat penting, namun faktanya kebijakan tersebut tidak kunjung disahkan untuk kemudian diimplementasikan. Kontestasi kepentingan disinyalir sebagai penyebab lamanya perumusan dan penundaan kebijakan Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP3K) dan mengindikasikan lemahnya komitmen terhadap keberlanjutan pesisir. Studi ini secara empiris menginvestigasi dinamika perumusan hingga penundaan kebijakan (RZWP3K) Provinsi Kepulauan Riau yang membutuhkan waktu cukup lama pembahasannya dan mengalami penundaan dengan menganalisis sejauh mana kontestasi kepentingan berkontribusi dalam penundaan kebijakan. Studi ini menghasilkan gambaran proses penetapan kebijakan (RZWP3K) Provinsi Kepulauan Riau membutuhkan waktu yang lama dikarenakan adanya kontestasi kepentingan dalam perumusan dan penundaan kebijakan. Sementara konteks yaitu: (a) situasi perekonomian dan area strategis sumberdaya fantastis; (b) konflik kelembangaan antara sentralisasi desentralisasi; dan (c) inkonsistensi peraturan perundangan juga berkontibusi dalam mensituasikan kontestasi kepentingan yang berakibat kepada penyusunan ulang, penyesuaian, hingga penundaan kebijakan dan integrasi dengan RTRW. Penelitian ini menggunakan metode kualitatif dengan deep interview dan studi dokumentasi untuk mengeksplorasi kepentingan, interaksi antar aktor kebijakan, dan konteks yang berkontribusi sehingga menghasilkan lamanya pembahasan dan penundaan kebijakan RZWP3K.

The Zoning Plan for Coastal Areas and Small Islands (RZWP3K) policy of the Riau Islands Province was a form of commitment to the sustainability of coastal areas. As a province with a domination of 98% waters, the policy of the RZWP3K was very important, but in fact the policy has not been ratified and then implemented yet. The contestation of interests was allegedly the cause of the lengthy formulation and postponement of RZWP3K policy and indicates a lack of commitment to coastal sustainability. This study empirically investigates the dynamics of formulation to policy postponement (RZWP3K) of the Riau Islands Province which takes a long time to discuss and has been delayed by analysing to what extent the contestation of interests have contributed to the policy postponement. This study produces an overview of the policy-making process RZWP3K of the Riau Islands Province which takes a long time due to the contestation of interests in the formulation and postponement of policies. Meanwhile the contexts are: (a) Economic situation and fantastic resource strategic areas; (b) institutional conflicts between centralized and decentralized; and (c) the inconsistency of laws and regulations have also contributed to the situation of rearrangement, adjustment, postponement, and integration with the RTRW. The study was conducted using a qualitative method with deep interview and documentation studies to explore interests, interplay between policy actors, and the context that have contributed to the length of discussion and posponement of the RZWP3K policy.
