Analisis Dampak Sosial Ekonomi Kebijakan Pembangunan Infrastruktur Jalan di Kawasan Strategis Pariwisata Nasional (KSPN) Super Prioritas Labuan Bajo

Kebijakan pembangunan infrastruktur jalan yang diadakan pemerintah di KSPN Labuan Bajo dilakukan dalam rangka percepatan pembangunan pariwisata destinasi super premium di KSPN Labuan Bajo sehingga tercipta kesejahteraan dari industri pariwisata. Analisis kebijakan ini digunakan untuk menganalisis kondisi outcome dari pembangunan infrastruktur jalan sebagai bentuk perubahan sosial ekonomi penduduk sebelum dan sesudah pembangunan infrastruktur jalan di beberapa ruas jalan dalam wilayah KSPN Labuan Bajo. Adapun tujuan penelitian ini adalah untuk melihat dampak kebijakan investasi infrastruktur jalan terhadap perubahan sosial ekonomi penduduk dan industry pariwisata yang ada di KSPN Labuan Bajo. Untuk menggali informasi, penelitian ini menggunakan metode kualitatif dengan cara observasi dan menyimpulkan hasil wawancara mendalam yang dilakukan kepada setiap informan tentang pertanyaan penelitian. Untuk melihat dampak kebijakan sosial ekonomi dinilai dari aksesibilitas, interaksi social, struktur pendapatan dan peningkatan nilai aset. Dalam pembangunan ini terdapat dampak yang tidak diinginkan yaitu perubahan perilaku sosial, munculnya mafia tanah dan terjadinya degradasi lingkungan. Dampak positif dan negative tersebut juga dipengaruhi implementasi program kebijakan oleh pemerintah dalam perannya terhadap proses perencanaan dan konsep pembangunan infrastruktur. Hasil penelitian menunjukkan bahwa aksesibilitas memberikan perubahan dilihat dari waktu perjalanan, biaya perjalan dan mobilitas perjalanan. Peneliti menemukan bahwa outcome dari dampak investasi infrastruktur jalan yang muncul lebih sebagai penarik investasi pariwisata dari pihak swasta dan meringankan persoalan aksesibilitas di KSPN Labuan Bajo dan hal tersebut membuat adanya peningkatan nilai aset. Selain itu, hadirnya dampak yang tidak diinginkan juga dipengaruhi kurangnya sinergitas antara pemerintah pusat dan deerah juga kebijakan pembangunan yang bersifat top-down dalam konsep pembangunan infrastruktur di KSPN Labuan Bajo ini.

The road infrastructure development policy held by the government at KSPN Labuan Bajo is carried out in the context of accelerating the development of super premium tourism destinations at KSPN Labuan Bajo so as to create prosperity from the tourism industry. This policy analysis is used to analyze the outcome conditions of road infrastructure development as a form of socio-economic changes of the population before and after the construction of road infrastructure on several roads within the Labuan Bajo KSPN area. The purpose of this study is to see the impact of road infrastructure investment policies on socio-economic changes of the population and the tourism industry in KSPN Labuan Bajo. To dig up information, this study used qualitative methods by observing and concluding the results of in-depth interviews conducted to each informant about the research questions. To see the impact of socio-economic policies assessed from accessibility, social interaction, income structure and increase in asset value. In this development there are unwanted impacts, namely changes in social behavior, the emergence of land mafia and environmental degradation. The positive and negative impacts are also influenced by the implementation of policy programs by the government in its role in the planning process and the concept of infrastructure development. The results show that accessibility provides changes in terms of travel time, travel costs and travel mobility. The researcher found that the outcome of the impact of road infrastructure investment that emerged was more of an attraction for tourism investment from the private sector and alleviated accessibility problems at KSPN Labuan Bajo and this resulted in an increase in asset value. In addition, the presence of unwanted impacts is also influenced by the lack of synergy between the central and regional governments as well as top-down development policies in the concept of infrastructure development at the Labuan Bajo KSPN.
