Kesiapan Masyarakat Di Sekitar Infrastruktur Bandar Udara Internasional Jawa Barat (Bijb) Terhadap Diversifikasi Penghidupan

Kecamatan Kertajati merupakan salah satu kecamatan di Kabupaten Majalengka dengan tingkat pembangunan fisik paling pesat. Berada pada Kawasan Strategis Provinsi (KSP) Bandara Internasional Jawa Barat dan Kertajati Aerocity, menimbulkan kondisi yang sangat dinamis bagi masyarakatnya. Memiliki sektor agrarian yang sangat produktif sebagai sektor primernya, masyarakat di wilayah ini akan menghadapi perubahan struktural yang tidak dapat dihindari. Keadaan tersebut memicu munculnya kedua sisi bersamaan, yaitu keberadaan kerentanan dan juga peluang. Celah yang dimiliki dari kedua keadaan tersebut membutuhkan proses identifikasi yang dilakukan pada masyarakat terdampak peristiwa, agar mengetahui kemampuan yang dimiliki dalam menerapkan strategi penghidupan yang dianggap sesuai. Strategi diversifikasi dalam konteks ini dapat menjadi salah satu strategi yang paling efektif, melihat karakteristik wilayah yang merupakan rural area dengan kemungkinan perkembangan kedua sektor primer dan sekunder secara bersamaan. Penelitian ini bertujuan untuk mengidentifikasi pola penghidupan masyarakat di sekitar Kecamatan Kertajati dalam menghadapi transformasi ekonomi pertanian ke nonpertanian akibat keberadaan BIJB dan rencana pembangunan Aerocity Kertajati. Penelitian ini menggunakan metode penelitian kuantitatif. Proses pengambilan data dilakukan melalui wawancara terstruktur menggunakan kuesioner pada sampel yang tersebar dalam enam desa. Sedangkan pengolahan dan analisis data dilakukan melalui skoring likert, perhitungan indeks diversifikasi, dan dilengkapi dengan analisis deskriptif kualitatif. Diversifikasi penghidupan sendiri terjadi dalam dua level yang dapat diobservasi, berupa multiplisitas pekerjaan pada unit rumah tangga dan juga transformasi ekonomi secara struktural pada wilayah kajian secara umum menggunakan perhitungan indeks diversifikasi. Hasil penelitian menunjukkan nilai pada pentagon aset keenam desa sampel menujukkan pola yang mirip. Aset-aset yang menonjol berada pada aset alamiah, fisik, dan finansial, dengan keberadaan aset insani dan sosial yang masih sangat rendah. Nilai akses, baik secara fisik dan non-fisik terbilang sangat baik, tapi nilai aktivitasnya sangat rendah. Adapun bagi tingkat multiplisitas pekerjaan, terdapat 41,2% dari kepala rumah tangga yang memiliki lebih dari satu pekerjaan dalam memenuhi kebutuhan penghidupan rumah tangganya. Sedangkan tingkat diversifikasi mata pencaharian pekerjaan sampingannya lebih tinggi dibandingkan tingkat diversifikasi pekerjaan utamanya yang lebih didominasi dengan sektor agraria

Kertajati District is one of the sub-districts in Majalengka Regency with the fastest level of physical development. Located in the Provincial Strategic Area (KSP) of West Java International Airport and Kertajati Aerocity, it creates very dynamic conditions for the people. Mainly due to the increase in operational activities of BIJB and also the construction of Aerocity Kertajati. Having a highly productive agrarian sector as its primary sector, people in this region will face structural changes that cannot be avoided. This situation triggers the emergence of both sides simultaneously, namely the existence of vulnerabilities and opportunities. The context of vulnerability that occurs rapidly changes the dynamics of livelihoods in the dominant sector, thus encouraging communities to adapt to existing conditions. At the same time, this growth also provides opportunities to improve living conditions by increasing the dominant sector and opportunities in the secondary sector. The gap between these two conditions requires an identification process carried out on the community affected by the incident, in order to find out their capabilities in implementing livelihood strategies that are considered appropriate. The diversification strategy in this context can be one of the most effective strategies, considering the characteristics of the area which is a rural area with the possibility of developing both primary and secondary sectors simultaneously. This study aims to identify the livelihood patterns of the people around Kertajati District in facing the transformation of the agricultural economy to non-agriculture due to the existence of BIJB and the Aerocity Kertajati development plan. This study uses quantitative research methods. The data collection process was carried out through structured interviews using a questionnaire on a sample spread over six villages. Meanwhile, data processing and analysis were carried out through Likert scoring, diversification index calculations, and equipped with qualitative descriptive analysis. Livelihood diversification itself occurs in two observable levels, in the form of multiplicity of work in household units and also structural economic transformation in the study area in general, by calculating the diversification index. The results showed that the value of the asset pentagon of the six sample villages showed a similar pattern. The assets that stand out are in natural, physical and financial assets, with the presence of human and social assets which are still very low. The value of access, both physically and non-physically, is very good, but the activity value is very low. As for the level of job multiplicity, there are 41.2% of household heads who have more than one job to fulfill their household needs. Meanwhile, the level of diversification of side jobs is higher than the level of diversification of the main occupation, as the main occupation is heavily dominated by the agrarian sector
