ANALISIS KONTRIBUSI SEKTOR PERTANIAN SEBELUM DAN PADA SAAT COVID-19 DALAM MENDORONG PERTUMBUHAN DAN PEREKONOMIAN PROVINSI SUMATERA BARAT

Pandemi Covid-19 yang muncul pertama kali pada bulan Maret 2019, tidak hanya berdampak pada sektor kesehatan, ekonomi, perdagangan international, industry melainkan juga berdampak terhadap sektor pertanian. Penelitian ini bertujuan untuk mengetahui trend pertumbuhan dan kontribusi sektor dan subsektor pertanian, untuk mengetahui sektor dan subsektor unggulan dan non unggulan serta komoditas unggulan disetiap subsektor, untuk mengetahui pergeseran dan perubahan share sektor dan subsektor pertanian sebelum dan pada saat pandemi Covid-19. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kuantitatif dan data yang digunakan adalah data sekunder dari tahun 2014-2018 pada saat sebelum pandemic Covid-19 dan 2019-2021 pada saat pandemic Covid-19. Penelitian ini menggunakan analisis regresi linier berganda dengan variabel dummy, Location Quotient (LQ), Dynamic Location Quotient (DLQ), Shift Share dan Typology Klassen. Hasil penelitian menunjukkan bahwa sektor pertanian dan subsektor pertanian tidak mengalami perubahan pertumbuhan (baik positif maupun negatif) dan juga tidak mengalami perubahan kontribusi (baik peningkatan maupun penurunan) secara signifikan terhadap perekonomian Provinsi Sumatera Barat pada saat pandemi Covid-19. Hal tersebut dapat dilihat dari nilai signifikansi sektor dan subsektor pertanian yang kecil dari 0,05 (<0,05). Sektor dan subsektor unggulan di Provinsi Sumatera barat pada saat sebelum dan pada saat pandemic Covid-19 adalah sektor pertanian, subsektor tanaman pangan, subsektor tanaman hortikultura dan subsektor tanaman perkebunan dengan komoditas unggulannya berupa padi, jagung, bawang merah, cabe besar, tomat, kelapa sawit, karet dan kakao. Sektor pertanian mengalami peningkatan pergeseran total pada saat pandemi Covid-19. Sektor pertanian dan subsektor pertanian yang termasuk dalam klasifikasi sektor maju adalah sektor pertanian, subsektor tanaman pangan, subsektor tanaman hortikultura dan subsektor tanaman perkebunan.

The Covid-19 pandemic which first appeared in March 2019, not only had an impact on the health sector, economy, international trade, industry but also had an impact on the agricultural sector. This study aims to determine the trend of growth and contribution of the agricultural sector and sub-sector, to determine the leading and non-sectoral sectors and sub-sectors as well as the leading commodities in each sub-sector, to determine shifts and changes in the share of the agricultural sector and sub-sector before and during the Covid-19 pandemic. The research method used in this study is a quantitative descriptive method and the data used are secondary data from 2014-2018 before the Covid-19 pandemic and 2019-2021 during the Covid-19 pandemic. This study uses multiple linear regression analysis with dummy variables, Location Quotient (LQ), Dynamic Location Quotient (DLQ), Shift Share and Typology Klassen. The results showed that the agricultural sector and the agricultural sub-sector did not experience changes in growth (both positive and negative) and also did not experience a significant change in contribution (both increased and decreased) to the economy of West Sumatra Province during the Covid-19 pandemic. This can be seen from the significance value of the agricultural sector and sub-sector which is smaller than 0.05 (<0.05). The leading sectors and sub-sectors in West Sumatra Province before and during the Covid-19 pandemic were the agricultural sector, food crops sub-sector, horticultural crops sub-sector and plantation crops sub-sector with the main commodities in the form of rice, corn, shallots, large chilies, tomatoes, coconuts. palm oil, rubber and cocoa. The agricultural sector experienced an increase in total shift during the Covid-19 pandemic. The agricultural sector and the agricultural sub-sector included in the classification of the advanced sector are the agricultural sector, the food crops sub-sector, the horticultural crops sub-sector and the plantation crops sub-sector.
