Peran Depo Pemeliharaan Guna Meningkatkan Kesiapan Satuan dan Implikasinya Terhadap Ketahanan Alutsista (Studi di Depo Pemeliharaan Sistem Senjata Arhanud Kota Batu, Provinsi Jawa Timur)

Dohar Sista Arhanud sebagai eselon pelaksana Pussenarhanud mempunyai tugas pokok melaksanakan pemeliharaan alutsista dan asistensi teknik untuk menjamin kesiapan operasional alutsista seluruh satuan Arhanud. Namun dalam pelaksanaan tugas pokoknya, Dohar Sista Arhanud masih mengalami berbagai kendala dan hambatan yaitu pada aspek personel, dukungan sarana dan prasarana, dukungan anggaran, organisasi dan tugas yang dioperasionalkan serta aspek kebijakan sehingga peran Dohar Sista Arhanud belum ideal. Untuk itu, penelitian ini diharapkan mampu menganalisis peran Dohar Sista Arhanud dalam pemeliharaan alutsista guna meningkatkan kesiapan satuan, menganalisis kendala dan hambatan dalam pemeliharaan alutsista Arhanud serta menganalisis implikasi pemeliharaan alutsista di Dohar Sista Arhanud terhadap ketahanan alutsista. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif analitis. Teknik pengumpulan data primer melalui wawancara dan observasi terhadap hal yang berhubungan dengan masalah penelitian. Sementara teknik pengumpulan data sekunder melalui studi dokumentasi yang berkaitan dengan pemeliharaan alutsista dan asistensi teknik serta studi kepustakaan. Data yang diperoleh kemudian dilaksanakan trianggulasi untuk menguji validitas data yang diperoleh, selanjutnya data-data yang telah diuji validitasnya dideskripsikan dan diinterpretasikan secara tertulis. Hasil penelitian ini memperlihatkan bahwa peran Dohar Sista Arhanud dalam menyelenggarakan pemeliharaan alutsista dan asistensi teknik mengalami perkembangan seiring dengan organisasi dan tugas yang dioperasionalkan dan modernisasi alutsista di satuan Arhanud TNI AD. Seiring dengan perubahan organisasi dan tugas yang dilaksanakan, Dohar Sista Arhanud mampu melaksanakan pemeliharaan alutsista untuk meningkatkan kesiapan operasional satuan serta berimplikasi terhadap meningkatnya ketahanan alusista. Namun demikian, peran yang dilaksanakan belum mencapai kondisi yang ideal karena berbagai kendala dan hambatan yang dihadapi. Selain itu, ketahanan alutsista hasil pemeliharaan juga dipengaruhi faktor-faktor lain di luar kegiatan pemeliharaan yang berpengaruh terhadap jangka waktu ketahanan alutsista dapat dipertahankan. Berbagai upaya telah dilaksanakan Dohar Sista Arhanud untuk mengatasi kendala-kendala tersebut, namun hasilnya belum optimal karena keterbatasan kewenangan yang dimiliki. Agar perannya dapat berjalan lebih ideal diperlukan upaya-upaya untuk mengatasi kendala dan hambatan yang ada sehingga pelaksanaan tugas pokok Dohar Sista Arhanud dalam pemeliharaan alutsista dan asistensi teknik lebih efektif.

Air Defense Weapon System Maintenance Depot as the implementing echelon of Air Defense Weapon Center has the main task of carrying out maintenance of defense equipment and technical assistance to ensure the operational readiness of the defense equipment unit of all Arhanud units. However, in carrying out its main tasks, Air Defense Weapon System Maintenance Depot still experiences various constraint and obstacles, namely in the aspects of personnel, support for facilities and infrastructure, budget support, organization and operationalized tasks as well as policy aspects so that the role of Air Defense Weapon System Maintenance Depot is not yet ideal. For this reason, this study is expected to be able to analyze the role of Air Defense Weapon System Maintenance Depot in the maintenance of the main defense system in order to increase the readiness of the unit, analyze the constraint and obstacles in maintaining the defense equipment system of Air Defense and analyze the implications of maintaining the main defense system at Air Defense Weapon System Maintenance Depot on the ressilience of the defense equipment system. This study uses a qualitative research method with a descriptive analytical approach. Primary data collection techniques through interviews and observations of matters relating to research problems. Meanwhile, secondary data collection techniques are through documentation studies related to defense equipment maintenance and technical assistance as well as library research. The data obtained was then triangulated to test the validity of the data obtained, then the data that had been tested for validity were described and interpreted in writing. The results of this study show that the role of Air Defense Weapon System Maintenance Depot in carrying out maintenance of defense equipment and technical assistance has developed along with the organization and tasks that are operationalized and modernization of defense equipment in the Army Air Defense unit. Along with organizational changes and tasks carried out, Air Defense Weapon System Maintenance Depot is able to carry out maintenance of defense equipment to improve unit operational readiness and has implications for increasing defense equipment. However, the role carried out has not yet reached the ideal condition due to various constraint and obstacles faced. In addition, the defense of the defense equipment system is also influenced by other factors outside of maintenance activities that affect the length of time the defense equipment system can be maintained. Various efforts have been carried out by Air Defense Weapon System Maintenance Depot to overcome these obstacles, but the results have not been optimal due to the limited authority they have. In order for its role to run more ideally, efforts are needed to overcome existing constraint and obstacles so that the implementation of Air Defense Weapon System Maintenance Depot's main tasks in maintaining defense equipment and technical assistance is more effective.
