THE INABILITY OF SUNRISE MOVEMENT TO PERSUADE THE U.S. SENATE TO PASS THE GREEN NEW DEAL

Skripsi ini menjelaskan ketidakmampuan Sunrise Movement untuk meloloskan usulan Green New Deal di Senat AS melalui lensa gerakan sosial dan perpolitikan senator. Kerangka analisis yang digunakan dalam kajian ini adalah konsep timing, framing, dan tipping oleh Lisa Baldez untuk menjelaskan kemunculan dan peluang keberhasilan sebuah gerakan sosial. Secara khusus, melalui teori framing yang diperkenalkan oleh Robert Benford dan David Snow, skripsi ini berargumen bahwa gagalnya usulan Green New Deal disebabkan oleh strategi pembingkaian diagnostik, prognostik, dan motivasional yang tidak efektif oleh Sunrise dalam memobilisasi dukungan, mengubah bystander menjadi partisipan, dan mendemobilisasi kekuatan lawan. Dalam hal timing, meskipun masyarakat AS mulai lebih sadar dan mendukung politik lingkungan di abad ke-21, pemilihan waktu untuk meloloskan Green New Deal masih kurang menguntungkan karena tantangan lobi politik dari industri bahan bakar fosil, oposisi yang dilayangkan oleh senator Partai Republik, dan polarisasi internal dalam Partai Demokrat. Skripsi ini menunjukkan bahwa taktik mobilisasi massa yang tidak padu dan dinamika politik yang selalu berubah dalam proses pengambilan keputusan para senator menjadi variabel intervensi yang memengaruhi ketidakmaksimalan hasil tipping, berdasarkan hasil tinjauan ketersediaan sumber daya timing dan proses framing.

This thesis explains the inability of the Sunrise Movement to pass the Green New Deal in the U.S. Senate through the lenses of social movement and senatorial politics. The conceptual frameworks used in this study are timing, framing, and tipping introduced by Lisa Baldez to explain the emergence and opportunity for success of a social movement. In particular, through the framing theory conceptualized by Robert Benford and David Snow, the study argues that the failure of the Green New Deal was caused by the ineffective diagnostic, prognostic, and motivational framings strategy employed by Sunrise to mobilize support, turn bystanders into participants and demobilize enemies. In terms of timing, although the U. S. general public started to be more aware and supportive of environmental politics in the 21st century, the Green New Deal’s timing favourability was challenged by political lobbying from the fossil fuel industry, opposition by Republican senators, and the internal polarization within Democratic Party. The study finds that incoherent mass mobilization tactics and ever-changing political dynamics in the senatorial decision-making process become intervening variables that influence the social movement’s expected output of tipping point, evaluated by the availability of timing resources and framing process.
