Indonesia�¢ï¿½ï¿½s health policy under two different ministers amidst pandemic: A qualitative content analysis of media framing on the policy changes

Amidst the pandemic of Covid-19, Indonesia run so many health policies that changes under the leadership of two different health ministers. This research aims to capture the dynamics of media framing on Indonesia health policies amidst a crisis and to see the leadership communication style of two ministers during the pandemic of Covid-19 in Indonesia. The study uses the qualitative approach with narrative policy analysis as the main method of the research. Data collection and analysis process heavily relies on examining and analyzing the collection of news about Terawan and Budi Gunadi that have been publicized by the four national mass media throughout the specific period of time, Terawan was negatively seen by many parties and media in doing the communication crisis, as he was often being taciturn and controversial amidst the difficult time. On the other hand, Budi succeed to perform relies heavily on the ability to manage and create decision amidst the crisis time. During pandemic situation, a symbolic controversial style of communication is less preferred compared to the sovereign one which offered a direct solution in a decisive and effective manner. Improvement for future related research would be using more balance amount of data between the two research subjects and extending the research time until the end of pandemic in Indonesia.
