Kekuatan Normatif Uni Eropa dalam Demokratisasi di Armenia Pasca-Revolusi Velvet 2018

Konsep kekuatan normatif Uni Eropa Ian Manners menimbulkan perdebatan sejak awal kemunculannya. Revolusi Velvet di Armenia tahun 2018 menjadi salah satu momentum penting untuk meninjau kembali berlakunya konsep kekuatan normatif Uni Eropa dalam konteks kawasan tetangga. Walaupun terjadi demokratisasi di Armenia, tetapi upaya ini tidak dikaitkan dengan peran promosi demokrasi Uni Eropa, tidak merefleksikan nilai-nilai demokrasi yang dipromosikan Uni Eropa, dan tidak mengubah relasi Armenia-Uni Eropa. Dengan analisis wacana kritis pidato Perdana Menteri Pashinyan pasca-Revolusi Velvet, tulisan ini berargumentasi bahwa kekuatan Uni Eropa kurang berlaku dalam konteks domestik Armenia. Lebih jauh, melalui konsep kekuatan normatif Diez, tulisan ini menjelaskan bahwa hal ini dikarenakan kegagalan Uni Eropa dalam meyakinkan aktor domestik, kontestasi dengan kultur lokal, dominasi wacana demokrasi neksus keamanan, serta kontestasi dengan kekuatan normatif Rusia sebagai mitra utama Armenia.

The concept of the Ian Manners� normative power EU has been controversial since its inception. The Velvet Revolution in Armenia in 2018 became an important moment to review the application of the EU normative power concept in the context of its neighborhood. Despite democratization in Armenia, this effort is not linked to the democracy promotion role of the European Union, does not reflect the democratic values promoted by the European Union, and does not change Armenia-EU relations. Using a critical discourse analysis of Prime Minister Pashinyan's post-Velvet Revolution speeches, this paper argues that the power of the European Union is less applicable in the Armenian domestic context. Furthermore, through Diez's concept of normative power, this paper explains that this is due to the failure of the European Union to convince domestic actors, the contestation with local culture, the dominance of the democracy-security nexus, and the contestation with the normative power of Russia as Armenia's main partner.
