PERANAN PROGRAM PEMBINAAN MASYARAKAT DESA HUTAN (PMDH) (Studi Kasus di Desa Betung, Kecamatan Pangkalan Kuras, Kabupaten Pelalawan, Propinsi Riau)

Penelitian ini bertujuan untuk mengidentifikasi proses pelaksanaan program PMDH, peran serta masyarakat terhadap program PMDH, faktor pendorong dan faktor penghambat dalam pelaksanaan program PMDH serta alternatif pengembangan program PMDH di Desa binaan sesuai kondisi sosial ekonomi di desa tersebut untuk masa yang akan datang. Penelitian ini dilaksanakan di Desa Betung, Kecamatan Pangkalan Kuras, Kabupaten Pelalawan, Propinsi Riau. Metode penelitian yang digunakan yaitu metode deskriptif dengan studi kasus. Data yang digunakan adalah data primer yang diperoleh dengan cara wawancara dan observasi serta data sekunder yaitu data yang diperoleh dari instansi terkait. Pengambilan sampel dilakukan dengan metode Purposive Sampling dengan menggunakan 25 responden. Tujuan pertama dilihat dari daftar rencana dan realisasi program PMDH serta jawaban responden sesuai bidang-bidang yang telah ditetapkan, tujuan kedua dilihat dari jawaban responden mengenai peran serta masyarakat baik dalam perencanaan maupun pelaksanaan program PMDH, tujuan ketiga dilihat dari faktor pendorong dan kendalakendala yang dapat menghambat pe1aksanaan program dan tujuan keempat diperoleh dari jawaban responden mengenai harapan masyarakat untuk pe1aksanaan program PMDH pada masa yang akan datang. Hasil penelitian diperoleh bahwa pelaksanaan program PMDH di Desa Betung telah sesuai dengan bidang-bidang yang telah ditetapkan oleh perusahaan setiap tahunnya, yaitu bidang Pengembangan pendidikan dan pembinaan SDM, pengembangan perekonomian masyarakat, pembinaan Sosial Budaya, penyediaan sarana dan prasarana Sosial Ekonomi, serta penciptaan kesadaran dan prilaku positif dalam pelestarian Sumber Daya Alam (SDA). Masyarakat Desa Betung turut berperan aktif dalam perencanaan dan pelaksanaan program PMDH. Mata pencaharian sebagian besar penduduk sebagai petani, Kepala Desa yang kooperatif dan tidak adanya konflik yang besar antara masyarakat dengan perusahaan merupakan faktor yang mendorong keberhasilan program PMDH. Selain itu, rendahnya tingkat pendidikan masyarakat, pola pikir yang masih tradisional adalah beberapa faktor yang dapat menghambat pelaksanaan program PMDH di Desa Betung. Alternatif pengembangan program PMDH yang sesuai harapan dan kondisi sosial ekonomi masyarakat Desa Betung yaitu di bidang pertanian, pendidikan dan kesehatan.

The aim ofthis research was to identify the implementation process ofPMDH program, participation of people in PMDH program, promoting and inhibiting factors in the implementation of PMDH program and the alternatives of development of PMDH program in founding village adjusted to its social and economical condition in the future. This research was done in Betung Village, pangkalan Kuras Subdistrict, Pelalawan Regency, Riau Province. The method used in research was Descriptive Method by means ofCase Study. The data used were primary data taken from interview and observations and secondary data taken from connected instances. Samples were taken by using Purposive Sampling method involving 25 respondents. The achievement ofthe fIrst aim of this tesearch could be seen from the planning list, the realization of PMDH program and the answers of respondents adjusted to the sectors that have been determined; the second aim could be seen from the answers of respondents concerning the participation of Betung people in planning and implementation of PMDH; the third aim could be seen from the promoting factors and the obstacles that could be inhibit the implementation ofPMDH program and the fourth aim was obtained from the answers of respondents concerning the expectation of Betung people on the implementation ofPMDH program in the future. The result of this research showed that implementation of PMDH program in Betung Village was appropriate to the sectors determined by the company in every year, such as Education Development and Human Resource Establishment, Economic Community Development, Social Cultural Development, Equipping of means infrastructure of social economic and the creation of awareness and positive behavior maintaining the sustainability of natural resources. People in Betung Village has actively participated in planning and implementation of PMDH program. The promoting factors conducted to the success ofPMDH program consist of means of livehood of most Betung people is farmer, a corporative Head Village and there were no major conflicts occurred between Betung people and the company. In the other side, there were some inhibiting factors in the implementation of PMDH program, such as traditional way thinking and low education level. The alternatives of PMDH program development conformed to the expectation and social economical condition of Betung people are related to agriculture, education and health sector
