Strategi Pemerintah Cina Menghadapi Persaingan Teknologi Dengan Amerika Serikat Dalam Industri Semikonduktor

Penelitian ini mengkaji bagaimana Cina menyiapkan industri semikonduktor mereka di tengah beragam hambatan dari konflik persaingan teknologi dengan Amerika Serikat. Pembahasan terfokus pada arah kebijakan industrial Cina yang diimplementasikan semasa perang teknologi untuk menguatkan kapabilitas industri semikonduktor domestik mereka, terutama untuk segmen manufaktur dan desain dalam rantai nilai global industri semikonduktor. Dalam penelitian ini, ditemukan bahwa Cina secara paralel menguatkan investasi dan subsidi untuk pengembangan segmen desain dalam industri semikonduktor, sementara mengintensifikasi perdagangan sekalipun dihadapi tarif dan restriksi perdagangan dari Amerika Serikat. Hal ini dilakukan Cina untuk mengejar ketertinggalan mereka dalam kapabilitas domestik segmen manufaktur semikonduktor mereka yang masih tertinggal, sementara menguatkan posisi negara Cina sebagai aktor yang penting dalam rantai nilai global industri semikonduktor sekalipun terdapat perang teknologi dengan Amerika Serikat.

This study examines how China prepares their industry in the midst of various hindrances from technological competition with the United States. The analysis is focused on the direction of China's industrial policies implemented during the technological war to strengthen their domestic capabilities of semiconductor industry, especially for the manufacturing and design segments in the global semiconductor industry value chain. In this study, it is found that China is simultaneously strengthening investment and subsidies for the development of the design segment in the semiconductor industry, while intensifying trade in the face of tariffs and trade restrictions from the United States. This is done by China to catch up with their domestic capabilities of semiconductor manufacturing segment, while strengthening China's position as an important actor in the global value chain of the semiconductor industry despite the technological war with the United States.
