MAKNA BANTUAN SOSIAL COVID-19 BAGI MASYARAKAT MISKIN BARU DI DESA KEDUNGLEGOK, PURBALINGGA, JAWA TENGAH

Persebaran Corona Virus Diseases 2019 atau yang lebih dikenal dengan Covid-19 semakin meluas setiap harinya. Masyarakat pada umumnya dihadapkan dengan keresahan terkait kesehatan yang mengancam dirinya, namun bagi masyarakat miskin yang diresahkan bukan hanya soal kesehatan melainkan kondisi ekonomi untuk tetap bertahan hidup di tengah pandemi Covid-19. Adanya masyarakat rentan yang menjadi masyarakat miskin baru juga menjadi permasalahan tersendiri. Bantuan sosial bagi kalangan masyarakat terdampak pandemi Covid-19 merupakan hal yang sangat penting untuk survive di tengah pandemi Covid-19. Keberadaan bantuan sosial menurut Sarpono (2020:20) berfungsi untuk memberikan pertolongan pada masyarakat miskin di tengah situasi yang sangat mencekam agar dapat melewati kerentanan sosial yang bersifat selektif dan sementara. Terkait dengan bagaimana makna bantuan sosial Covid-19 dan bagaimana keadaan masyarakat miskin baru terdampak di Desa Kedunglegok dalam memberikan pandangan terhadap bantuan sosial menjadi sorotan utama pertanyaan peneliti, peneliti menggunakan perspektif makna kesejahteraan dan subjective well being dalam mengeksplorasi makna. Makna ini yang kemudian peneliti pilih untuk meneliti lebih jauh terkhusus pada masyarakat miskin dan rentan miskin yang berubah statusnya menjadi masyarakat miskin baru yang terimbas dari bencana pandemi Covid-19. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Sedangkan analisis data penelitian menggunakan analisis interpretatif. Hasil yang didapatkan adalah telah terjadi peningkatan masyarakat miskin akibat pandemi Covid-19, dalam penelitian ini yang disebut dengan masyarakat miskin baru. Bermacam-macam penafsiran terhadap bantuan sosial yang mereka dapatkan diantaranya adalah bantuan sosial membantu sementara perekonomian keluarga, bantuan sosial mengurangi beban pengeluaran keluarga, bantuan sosial meningkatkan etos kerja di tengah Pandemi Covid-19, bantuan sosial meningkatkan pendapatan keluarga, dan bantuan sosial membangun konsep bersyukur. Secara umum masyarakat baru tidak ingin mendapatkan bantuan secara kontinyu harapan mereka agar dapat bekerja lagi dan mendapatkan sumber-sumber ekonomi lainnya untuk meningkatkan kesejahteraan masyarakat pasca pandemi Covid-19.

The spread of Corona Virus Diseases 2019 or better known as Covid-19 is expanding every day. The public in general is faced with health-related anxiety that threatens them, but for the poor, the concern is not only about health but also economic conditions to survive in the midst of the Covid-19 pandemic. The existence of vulnerable people who become the new poor is also a problem in itself. Social assistance for communities affected by the Covid-19 pandemic is very important to survive in the midst of the Covid-19 pandemic. The existence of social assistance according to Sarpono (2020:20) serves to provide assistance to the poor in the midst of a very tense situation in order to get through social vulnerabilities that are selective and temporary. Related to how the meaning of Covid-19 social assistance and how the condition of the poor newly affected in Kedunglegok Village in providing views on social assistance became the main focus of the researcher's questions, the researcher used the perspective of the meaning of welfare and subjective well being in exploring the meaning. This meaning was then chosen by the researchers to investigate further, especially in the poor and vulnerable poor who changed their status to become new poor people who were affected by the Covid-19 pandemic disaster. This study uses descriptive qualitative methods with data collection techniques of observation, interviews, and documentation. While the analysis of research data using interpretive analysis. The results obtained are that there has been an increase in the poor due to the Covid-19 pandemic, in this study called the new poor. The various interpretations of the social assistance they get include social assistance temporarily helping the family economy, social assistance reducing the burden of family expenses, social assistance increasing work ethic in the midst of the Covid-19 Pandemic, social assistance increasing family income, and social assistance building the concept of gratitude. . In general, new people don't want to get continuous assistance, they hope to be able to work again and get other economic sources to improve people's welfare after the Covid-19 pandemic.
