PARTISIPASI MASYARAKAT DALAM PEMBENTUKAN PERATURAN DAERAH DI KABUPATEN SERAM BAGIAN TIMUR

Tujuan penelitian ini adalah: 1) Untuk mengetahui dan menganalisis partisipasi masyarakat Kabupaten Seram Bagian Timur dalam pembentukan Perda Kabupaten Seram Bagian Timur Nomor 3 Tahun 2015 Tentang Retrubusi Tempat Khusus Parkir dan Peraturan Daerah Nomor 4 Tahun 2015 Tentang Parkir Di Tepi Jalan Umum; dan 2) Untuk mendeskripsikan dan menganalisis factor penyebab minimnya tingkat partisipasi masyarakat dalam penyusunan perda di Kabupaten Seram Bagian Timur. Jenis penelitian ini adalah penelitian kualitatif. Data dikumpulkan dengan wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa Partisipasi masyarakat dalam proses pembentukan Peraturan Daerah Kabupaten Seram Bagian Timur Nomor 3 Tahun 2015 Tentang Retrubusi Tempat Khusus Parkir dan Peraturan Daerah Nomor 4 Tahun 2015 Tentang Parkir di Tepi Jalan Umum secara umum tidak terlihat. Masyarakat tidak menjadi actor utama dalam pembentukan peraturan daerah di Kabupaten Seram Bagian Timur. Hal tersebut berdampak pada Perda yang tidak efektif. Masyarakat tidak mematuhi dan mengindahkan Perda tersebut. Kurangnya pelibatan masyarakat dalam pembentukan peraturan daerah disebabkan faktor keengganan pemerintah untuk melibatkan masyarakat menjadi faktor determinan.

The objectives of this study are: 1) To determine and analyze the participation of the people of Eastern Seram Regency in the formation of the Eastern Seram Regency Regional Regulation Number 3 of 2015 concerning Retribution for Special Parking Places and Regional Regulation Number 4 of 2015 concerning Parking on the Edge of Public Roads; and 2) To describe and analyze the factors causing the minimal level of community participation in the preparation of regional regulations in Eastern Seram Regency. This type of research is qualitative research. Data were collected by interview and documentation. The results of the study indicate that public participation in the process of forming the Regional Regulation of the Eastern Seram Regency Number 3 of 2015 concerning Retribution for Special Parking Spaces and Regional Regulation Number 4 of 2015 concerning Parking on the Edge of Public Roads is generally not visible. The community is not the main actor in the formation of regional regulations in Eastern Seram Regency. This has resulted in ineffective local regulations. People do not obey and heed the regulation. The lack of community involvement in the formation of regional regulations is due to the government's reluctance to involve the community as a determining factor
