Analisis Penerapan Budaya Keselamatan dan Kesehatan Kerja Puskesmas Madya Kota Palangka Raya Dalam Tugas Penanggulangan COVID-19 Di Kota Palangka Raya tahun 2021

Budaya Keselamatan dan Kesehatan Kerja (K3) merupakan tahapan paling dasar yang sangat penting dalam membentuk perilaku keselamatan dan kesehatan kerja yang baik bagi para tenaga kesehatan dalam menghindari dan melindungi diri dari tertularnya COVID-19. Penelitian mengenai budaya K3 di Puskesmas Kota Palangka Raya belum pernah dilakukan sementara banyak tenaga kesehatan di Puskesmas Kota Palangka Raya positif COVID-19. Tujuan: Menganalisa penerapan budaya keselamatan dan kesehatan kerja Puskesmas Madya Kota Palangka Raya dalam tugas penanggulangan COVID-19 di Kota Palangka Raya. Metode: Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Lokasi penelitian di lakukan di 3 Puskesmas Madya Kota Palangka Raya. Informan penelitian berjumlah 7 orang yaitu terdiri dari 3 orang kepala Puskesmas, 2 orang penanggung jawab K3, 1 orang ketua komite PPI dan 1 orang penanggung jawab K3 Dinas Kesehatan Kota Palangka Raya. Pengumpulan data dilakukan dengan wawancara mendalam dan observasi. Hasil: Perencanaan K3 di tiga Puskesmas hanya berfokus pada perencanaan keselamatan kerja namun masih belum maksimal melaksanakan perencanaan kesehatan kerja. Komitmen pimpinan Puskesmas sangat mendukung karyawannya membudayakan perilaku K3 di Puskesmas. Komunikasi, kompetensi dan keterlibatan pekerja cukup baik dalam mendukung upaya perilaku K3, sementara untuk peraturan dan prosedur keselamatan masih belum terlaksana dengan baik sosialisasi dan penerapannya. Lingkungan kerja masih minim informasi-informasi terkait peraturan K3. Perilaku keselamatan sudah cukup baik meskipun ada beberapa tenaga kesehatan yang masih perlu pengawasan. Kesimpulan: Budaya K3 di tiga Puskesmas Madya Kota Palangka Raya sudah cukup baik penerapannya bagi tenaga kesehatan yang bertugas menanggulangi COVID-19, namun masih perlu ditingkatkan monitoring dan evaluasinya.
Background: Palangka Raya City health workers who were confirmed positive for COVID-19 until April 2021 totaled 275 people with 1 death. Occupational Safety and Health (OHS) culture is the most basic stage that is very important in shaping good occupational safety and health behavior for health workers in avoiding and protecting themselves from contracting COVID-19. Research on OHS culture at the Palangka Raya City Health Center has never been carried out while many health workers at the Palangka Raya City Health Center are positive for COVID-19. Objective: Analyzing the application of occupational safety and health culture at the Madya Public Health Center in Palangka Raya City in the task of dealing with COVID-19 in Palangka Raya City. Method: This research is a qualitative research with a case study approach. The location of the research was carried out at 3 Madya Public Health Centers in Palangka Raya City. The research informants were 7 people, consisting of 3 heads of Puskesmas, 2 people in charge of OHS, 1 chairman of the PPI committee and 1 person in charge of OHS at the Palangka Raya City Health Office. Data was collected by means of in-depth interviews and observations. Result: The OHS planning in the three health centers only focuses on occupational safety planning but is still not optimal in implementing occupational health planning. The commitment of the Public health center leadership is very supportive of its employees in cultivating OHS behavior in the Public health center. Communication, competence and involvement of workers are quite good in supporting OHS behavior efforts, while for safety regulations and procedures, socialization and implementation have not been carried out properly. The work environment still lacks information related to OHS regulations. Safety behavior is quite good although there are some health workers who still need supervision. Conclusion: The OHS culture in the three Palangka Raya City Public Health Centers has been implemented quite well for health workers tasked with tackling COVID-19, but monitoring and evaluation still need to be improved.
