Penelitian ini bertujuan untuk menjelaskan penerapan praktik terbaik sistem akuntabilitas Pemerintah Daerah DIY melalui rancangan yang valid dan reliabel untuk diadopsi dan dijadikan sebagai role model oleh pemerintah daerah lain. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus untuk mencapai tujuan penelitian. Teknik pengumpulan data yang digunakan yaitu wawancara mendalam dan dokumentasi. Penelitian ini berhasil mewujudkan suatu rancangan dengan menyediakan template aplikatif sebagai alat rekomendasi yang disusun dari 17 butir ukuran keberhasilan praktik terbaik sistem akuntabilitas kinerja Pemerintah Daerah DIY. Penelitian ini menjadi lebih kompleks karena telah dilengkapi dengan simulasi pengisian template sekaligus analisis komparasi penerapan sistem akuntabilitas kinerja antara Pemerintah Daerah DIY dengan Pemerintah Daerah Jawa Tengah. Hasil pengisian template pada Pemerintah Daerah Jawa Tengah menunjukkan bahwa 88% ukuran keberhasilan telah diterapkan dan 12% ukuran keberhasilan lainnya belum diterapkan. Penelitian ini memberikan kontribusi praktis bagi pemerintah daerah lain bahwa terdapat rancangan penerapan praktik terbaik sistem akuntabilitas kinerja di Pemerintah Daerah DIY yang dapat dijadikan sebagai role model. Penelitian ini juga memberikan kontribusi akademis sebagai referensi terkait dengan sistem akuntabilitas kinerja instansi pemerintah.

This study aims to explain performance accountability system best practice implementation of Yogyakarta Special Region's (DIY) Regional Government through valid and reliable design that is ready to be adopted and used as a role model by other regional governments. This research uses a qualitative method with a case study approach to reach the research objective. Research data is collected using in-depth interviews and documentation techniques. This study succeeds in realizing a design by providing an applicable template as a recommendation tool compiled from seventeen items of success measures which are the performance accountability system's best practices at the DIY Regional Government. This study becomes more complex because it has been equipped with simulations of template filling out as well as comparative analysis of the performance accountability system's implementation between DIY Regional Government with Central Java Regional Government. The results of filling out the template for Central Java Regional Government show that 88% of the success measures have been applied and another 12% of success measures has not been applied. This research provides a practical contribution to another regional government's that there is a design for implementing the best practice performance accountability system available in DIY Regional Government that can be used as a role model. This research also provides an academic contribution as a reference related to the performance accountability system of government agencies.
