ANALISIS PENERAPAN EKSEKUSI STRATEGI PADA PROYEK-PROYEK TEKNOLOGI INFORMASI DI BURSA EFEK INDONESIA

Tujuan penelitian ini adalah untuk mengindentifikasi faktor-faktor penyebab tingkat penyelesaian proyek teknologi informasi (TI) di BEI yang belum sesuai dengan target dan menganalisis penerapan eksekusi strategi pada proyek-proyek TI dalam meningkatkan tingkat penyelesaian proyek-proyek TI di BEI. Penelitian dilakukan dengan pendekatan deduktif dengan menggunakan teori tentang eksekusi strategi yang baik. Strategi penelitian yang digunakan adalah case study pada BEI terkait dengan pelaksanaan proyek-proyek TI tahun 2018 dan 2019. Hasil penelitian ini adalah terdapat 4 faktor penyebab tingkat penyelesaian proyek TI belum sesuai dengan target, yaitu (a) dokumen SRS kurang detail, (b) sumber daya baik orang maupun environment belum cukup, (c) rata-rata pelaksanaan proyek TI tidak pada awal tahun RKAT, (d) dan kualitas sumber daya vendor cenderung rendah. Hasil penelitian penerapan eksekusi strategi pada proyek-proyek TI di BEI dengan menggunakan framework eksekusi strategi Building an Organization Capable of Good Strategy Execution dan Managing Internal Operations adalah (a) BEI telah menerapkan lima tindakan (melengkapi organisasi dengan karyawan yang tepat untuk menjalankan strategi; mengembangkan kapabilitas dan sumber daya yang diperlukan untuk keberhasilan pelaksanaan strategi; membangun struktur organisasi yang mendukung strategi; menyusun kebijakan dan prosedur yang memfasilitasi eksekusi strategi; dan memasang sistem informasi yang mendukung kegiatan implementasi strategi), (b) BEI telah menerapkan dua tindakan, namun masih perlu improvement (mengalokasikan sumber daya yang cukup dalam upaya eksekusi strategi dan mengaitkan imbalan secara langsung dengan pencapaian sasaran), (c) BEI belum menerapkan satu tindakan (penggunaan proses manajemen bisnis yang mendorong perbaikan secara terus-menerus).

The purpose of this study is to identify the factors causing the completion rate of information technology (IT) projects on the IDX that have not met the target and analyze the implementation of strategy execution on IT projects in increasing the level of completion of IT projects on the IDX. The research was conducted with a deductive approach using the theory of good strategy execution. The research strategy used is a case study on the IDX related to the implementation of IT projects in 2018 and 2019. The results of this study are that there are 4 factors that cause the level of completion of IT projects not to meet the target, namely (a) SRS documents are lacking in detail, (b) resources, both people and environment, are not sufficient, (c) the average IT project implementation is not at the beginning of the year, (d) and the quality of vendor resources tends to be low. The results of the research on implementing strategy execution on IT projects on the IDX using the strategy execution framework Building an Organization Capable of Good Strategy Execution and Managing Internal Operations are (a) IDX has implemented five action (equipping the organization with the right employees to execute the strategy; developing the necessary capabilities and resources for the successful implementation of the strategy; establishing an organizational structure that supports the strategy; developing policies and procedures that facilitate strategy execution; and installing information systems that support strategy implementation activities) , (b) IDX has implemented two actions, but still needs improvement (allocating sufficient resources in strategy execution efforts and linking rewards directly to target achievement), (c) IDX has not implemented one action (using business management processes that encourage continuous improvement).
