Bagian Humas Kabupaten Sorong sebagai organisasi pelaksana pemerintah Kabupaten Sorong di bidang penyebarluasan informasi belum dapat menunjukkan kinerja organisasi yang sebenarnya, karena masih ada indikator lain yang belum terungkap. Tesis dengan judul “Efektivitas Bagian Humas Kabupaten Sorong” akan mengungkap bagaimana kinerja organisasi. Humas Kabupaten Sorong yang sebenarnya dan faktor-faktor apa saja yang mempengaruhinya. Jawaban dari pertanyaan penelitian ini diuraikan secara deskriptif kualitatif berdasarkan data penelitian yang diperoleh dengan teknik wawancara mendalam terhadap informan yang ditentukan secara porposive, observasi terhadap kegiatan organisasi Bagian humas seharihari dan telaah terhadap berbagai dokumen yang relevan dengan penelitian. Hasil analisis terhadap data-data di lapangan menunjukkan bahwa efektivitas organisasi Bagian Humas Kabupaten Sorong berdasarkan tugas pokok dan fungsinya sebagai pusat informasi dan juru bicara pemerintah daerah berada dalam kategori relatif efektif. Hal ini ditunjukkan dengan terlaksananya tugas dan fungsi tersebut dengan baik. Sementara itu faktor karakteristik lingkungan, sumber daya manusia dan kebijakan dan praktek manajemen yang dihadapi dan dijalankan oleh Bagian Humas turut mempengaruhi peningkatan efektivitas organisasi Bagian Humas Kabupaten Sorong. Langkah-langkah yang bisa diambil oleh Pemerintah Kabupaten Sorong adalah pengadaan kendaraan dinas, peralatan/sarana kerja dan penyesuaian biaya perjalanan dinas dengan jarak dan topografi wilayah yang dituju dan beberapa saran telah direkomendasikan untuk meningkatkan efektivitas organisasi Bagian Humas Kabupaten Sorong.

Public Relation Division in the Regency of Sorong as an implementer organization in the Regency of Sorong government in the field of information dissemination have not yet shown a real organization work, because there is still another unexpressed indicator. A thesis tilted “Effectiveness in the Public Relation Division in the Regency of Sorong” will reveals how the organization of the Public Relation Division in the Regency of Sorong works and what factors that affected the organization work. The answer for this research’s question is explained descriptivelyqualitatively based on the research data obtained using an intensive interview method towards some informants, which determined purposively, an observation towards the daily organization’s activities of the Public Relation Division and an analysis towards various documents relevant to the research. The results of the analysis toward data in the field show that effectiveness of the Public Relation Division in the Regency of Sorong based on its primary task and function as a centre of information and local government’s spokesman in the category of relative effective. This is shown with the well-executing task and function. Meanwhile, the environmental characteristic, human resources and policy and management practice factors faced and implemented by the Public Relation Division also affect the Public Relation Division in the Regency of Sorong organi zation improvement. Several steps that can be taken by the Public Relation Division in the Regency of Sorong government are supplying official vehicles, work facilities and adjusting official travel cost with the area’s distance and topography that is being headed, and several suggestions recommended for improving the effectiveness in the Public Relation Division in the Regency of Sorong.
