Kombinasi Metode Teknometrik dan SCOR (Supply Chain Operations Reference) untuk Pemetaan Kinerja UMKM Kabupaten Brebes

Keberagaman industri mikro, kecil dan menengah di suatu daerah seperti Kabupaten Brebes merupakan sektor yang dinilai penting karena berpotensi meningkatkan kesejahteraan penduduknya dan memberikan kontribusi pendapatan daerah terbesar dibandingkan dengan sektor lainnya. Keberagaman industri mikro, kecil dan menengah tersebut perlu dilakukan pembinaan dan pengawasan secara berkelanjutan agar dapat tumbuh dan berkembang sehingga produknya dapat diterima oleh pasar. Namun demikian, kenyataan yang terjadi di lapangan tidak sesuai dengan yang diharapkan karena tidak tersedianya peta teknometrik dan pengukuran proses bisnis yang dapat digunakan sebagai acuan. Dalam penelitian ini, peta teknometrik industri kecil dan menengah dibuat dan hasilnya menjadi bahan diskusi untuk masukan pengukuran proses bisnis industri kecil dan menengah di Kabupaten Brebes. Industri mikro, kecil dan menengah telur asin, pengolahan telur asin, pengolahan bawang merah, kopi dan kerajinan yang tersebar di Kabupaten Brebes dijadikan sebagai objek penelitian sedangkan metode teknometrik dan metode SCOR (Suply Chain Operations Reference) Model digunakan untuk menghitung tingkat kontribusi teknologi yang dimiliki dan menghitung tingkat performansi kinerja secara menyeluruh. Hasil penelitian ini menunjukkan bahwa 4 aspek dalam metode teknometrik yang meliputi Technoware, Humanware, Infoware, dan Orgaware pada industri kecil dan menengah di Kabupaten Brebes relatif rendah sedangkan dalam 5 aspek berdasarkan metode SCOR Model yang meliputi proses perencanaan, pengadaan, pembuatan, distribusi dan pengembalian pada industri kecil dan menengah di kabupaten brebes relatif berada dibawah rata-rata, sehingga usulan dalam rangka pembinaan dan pendampingan lanjutan UMKM di Kabupaten Brebes dapat dilakukan dengan menentukan urutan prioritas perbaikan bagian internal UMKM mengacu pada fasilitas produksi, sumber daya manusia, sistem informasi, organisasi dan meningkatkan kerjasama antar stakeholder eksternal UMKM mengacu pada proses perencanaan, pengadaan bahan baku, pembuatan produk, distribusi produk jadi dan pengembalian serta melalui sinergi ABCG (academic-business-company-government).

The diversity of Micro, Small and Medium Enterprises (MSMEs) in an area such as Brebes Regency is an important sector because it has the potential to improve the welfare of its population and give the largest contribution for regional income compared to other sectors. The diversity of MSMEs requires continuous guidance and supervision in order to grow and develop so their products can be accepted by the market. However, the reality that happened in the field is not as expected due to the unavailability of technical maps and measurement of business processes that can be used as a reference. In this study, an SME technical map was created and the results became material for discussion to measuring the business process of small and medium enterprises in Brebes Regency. MSMEs of salted eggs, salted egg processing, shallot processing, coffee, and handicrafts that spread across Brebes Regency are used as research objects while the technometric method and the SCOR (Supply Chain Operations Reference) Model method are used to calculate the level of technology contribution that owned and overall level of performance. The results of this study indicate that 4 aspects of the technometric method which includes Technoware, Humanware, Infoware, and Orgaware the MSMEs in Brebes Regency are relatively low while in 5 aspects based on the SCOR Model method which includes the planning, procurement, manufacture, distribution and return processes the MSMEs in Brebes Regency are relatively below the average so that the suggestion of further guidance and assistance of MSMEs in Brebes Regency can be done by determining the order of priority for improving the internal parts of MSMEs referring to production facilities, human resources, information systems, organizations and increasing cooperation between external stakeholders of MSMEs referring to the planning process, procurement of raw materials, product manufacture, distribution of finished product and returns as well as through ABCG (academic, business, company, government) synergies.
