Kontribusi Sektor Pertanian Terhadap Penyerapan Tenaga Kerja di Provinsi Riau

Sektor pertanian memiliki peranan yang sangat penting dalam perekonomian di Provinsi Riau, terutama dalam penyerapan tenaga kerja. Hal ini terlihat dari kontribusi penyerapan tenaga kerja sektor pertanian yang mencapai 72,45%. Penelitian ini bertujuan untuk: 1) Mengetahui perkembangan ketenagakerjaan sektor pertanian di Provinsi Riau; 2) Mengetahui elastisitas penyerapan tenaga kerja pada sektor pertanian di Provinsi Riau; 3) Menganalisis hubungan jumlah tenaga kerja, Upah Minimum Kabupaten/kota (UMK), PDRB, dan investasi Penanaman Modal Dalam Negeri (PMDN) terhadap penyerapan tenaga kerja di Provinsi Riau Penelitian ini menggunakan data sekunder yang diperoleh dari Badan Pusat Statistik (BPS). Data yang digunakan dalam penelitian ini adalah pertumbuhan Produk Domestik Regional Bruto (PDRB) sektor pertanian, jumlah tenaga kerja sektor pertanian, investasi PMDN, dan Upah Minimum Kabupaten/kota (UMK) dengan menggunakan metode pengolahan data elastisitas tenaga kerja dan regresi linier berganda. Hasil penelitian menunjukkan 1) Perkembangan ketenagakerjaan Provinsi Riau tahun 2015-2019 menunjukkan bahwa jumlah tenaga kerja pada sektor pertanian, sektor industri, serta sektor jasa cenderung menunjukkan jumlah yang fluktuatif. Sektor pertanian menjadi sektor dengan jumlah tenaga kerja yang tertinggi di antara kedua sektor lainnya, hal ini disebabkan adanya pengembangan dan pembangunan sektor pertanian dengan peningkatan kualitas masyarakat tani, yang dapat di capai dengan investasi tekonologi, produktivitas sumber daya manusia, dan pembangunan sarana ekonomi; 2) Akselerasi penyediaan lapangan pekerjaan terhadap penyerapan tenaga kerja di analisis menggunakan elastisitas kesempatan kerja, elastisitas kesempatan kerja di Provinsi Riau tahun 2015-2019 pada sepuluh kabupaten menunjukkan angka lebih dari 1 (satu) dan bersifat elastis, artinya terdapat hubungan antara penyediaan lapangan kerja terhadap penyerapan tenaga kerja sektor pertanian yang di dukung dengan pendapatan, jumlah tenaga kerja, serta kapasitas sumber daya alam yang memadai; 3) Hubungan antar variabel jumlah tenaga kerja dan variabel PDRB memiliki pengaruh yang signifikan terhadap penyerapan tenaga kerja pada sektor pertanian. Sedangkan untuk variabel UMK dan variabel investasi PMDN tidak berpengaruh signifikan terhadap penyerapan tenaga di sektor pertanian.

Agricultural sector has a very important role in the economy in Riau Province, especially in the absorption of labor. This can be seen from 72.45% who work in the agricultural sector of Riau Province. This study aims to: 1) Knowing the development of employment in the agricultural sector in Riau Province; 2) Knowing the elasticity of employment in the agricultural sector in Riau Province; 3) Analyzing the relationship between the number of workers, Regency/municipal Minimum Wage (UMK), GDRP, and Domestic Investment (PMDN) to employment in Riau Province This study uses secondary data obtained from the Central Statistics Indonesia (BPS). The data used in this study is the growth of the Gross Domestic Regional Product (GDRP) of the agricultural sector, the number of workers in the agricultural sector, domestic investment, and the Regency/Municipal Minimum Wage (UMK) by using data processing methods of labor elasticity and multiple linear regression. The results of the study show 1) The development of employment Riau Province in 2015-2019 shows that the number of workers in each agricultural sector, industrial sector, and service sector tends to show a fluctuating number. The agricultural sector is the sector with the highest number of employment among the other two sectors, this is due to agricultural development by improving the quality of farming communities, which can be achieved by investment in technology, productivity of human resources, and development of economic facilities; 2) Acceleration of the provision of employment to employment is analyzed using the elasticity of employment opportunities, the elasticity of employment opportunities in Riau Province in 2015-2019 in ten districts shows a figure of more than 1 (one) and is elastic, meaning that there is a relationship between the provision of employment and employment. agricultural sector work supported by adequate income, number of workers, and natural resource capacity; 3) The relation between the variables of the number of workers and GDRP on employment has a significant effect on employment in the agricultural sector. Meanwhile, Regency/municipal Minimum Wage and domestic investment shows that it has no significant effect on employment in the agricultural sector.
