Evaluasi Penerapan Sistem Informasi Manajemen Rumah Sakit di RSUD Simpang Lima Gumul Kediri Menggunakan Metode HOT-Fit

Latar Belakang: RSUD Simpang Lima Gumul Kediri telah mengimplementasikan SIMRS sejak tahun 2018 untuk memudahkan pekerjaan petugas. Pengimplementasian SIMRS tidak diikuti dengan evaluasi untuk menilai manfaat yang didapatkan dari implementasi tersebut, sedangkan pengguna kerap kali menyampaikan keluhan tentang SIMRS. Karena belum ada bukti empiris yang menjadi penyebab hal itu terjadi, dilakukan evaluasi terhadap SIMRS RSUD Simpang Lima Gumul Kediri untuk mengetahui dan mengidentifikasi faktor-faktor penyebab munculnya keluhan-keluhan tersebut. Tujuan: Mengevaluasi penerapan SIMRS yang ada di RSUD Simpang Lima Gumul Kediri menggunakan metode HOT-Fit Metode: Penelitian dilakukan secara kuantitatif analitik dengan pendekatan Cross-Sectional serta pengambilan data menggunakan kuesioner yang disebarkan secara online kepada pegawai di RSUD Simpang Lima Gumul Kediri. Didapatkan data dari 39 responden yang dianalisis menggunakan metode regresi linier berganda. Hasil: Persentase kepuasan tertinggi terdapat pada variabel System Use sebesar 71,79% yang menunjunjukkan sistem mudah digunakan sedangkan persentase ketidakpuasan tertinggi terdapat pada variabel Vendor Support sebesar 26,28% yang menunjukkan bahwa pengguna tidak puas dengan vendor yang digunakan. P-Value pada System Quality sebesar 0,000 dan IT Capability of Staff sebesar 0,028 sehingga diketahui memiliki pengaruh terhadap Net Benefit, sedangkan pada User Satisfaction sebesar 0,079, Top Management Support sebesar 0,774, Project Management sebesar 0,446, Vendor Support sebesar 0,56, System Quality sebesar 0,381, Information Quality sebesar 0,084, dan Service Quality sebesar 0,696 diketahui tidak memiliki pengaruh terhadap Net Benefit. Kesimpulan: Variabel System Use dan IT Capability of Staff terbukti memiliki pengaruh terhadap Net Benefit, dan Variabel User Satisfaction, Top Management Support, Project Management, Vendor Support, System Quality, Information Quality, dan Service Quality terbukti tidak memiliki pengaruh. Hal ini menunjukkan bahwa walaupun SIMRS sudah diimplementasikan, manfaat dari SIMRS ini belum banyak dirasakan oleh pengguna sehingga perlu dilakukan perbaikan.

Background: RSUD Simpang Lima Gumul Kediri has used Health Information and Management System (HIMS) since 2018 to help employees complete their works efficiently. However, the implementation of HIMS did not follow by an evaluation to measure its benefits while the employees often complained about HIMS performance. Due to the lack of evidence that caused it to happen, an evaluation was performed to identify the causal factors of the employee's complaint emergence. Objective: To evaluate HIMS implementation at RSUD Simpang Lima Gumul Kediri Methods: This research uses the quantitative analytical method and cross-sectional approach. The data was taken by giving employees at RSUD SLG Kediri an online questionnaire. 39 respondent data were obtained, which were analyzed using the multiple regression linear method. Results: The highest percentage of satisfaction is in the System Use variable of 71.79% which shows the system is easy to use, while the highest percentage of dissatisfaction is found in the Vendor Support variable of 26.28% which indicates that the user is not satisfied with the vendor used. P-Value on System Quality is 0.000 and IT Capability of Staff is 0.028 so that it is known to have an influence on Net Benefit, while P-Value on User Satisfaction is 0.079, Top Management Support is 0.774, Project Management is 0.446, Vendor Support is 0.56, System Quality of 0.381, Information Quality of 0.084, and Service Quality of 0.696 are known to have no effect on Net Benefit. Conclusion: System Use variable and IT Capability of Staff variable influence Net Benefit, while User Satisfaction variable, Top Management Support variable, Project Management variable, Vendor Support variable, System Quality variable, Information Quality variable, and Service Quality variable have proven not to have any influence on Net Benefit. Although HIMS already being implemented, The result shows that the employees have not perceived the benefit of HIMS implementation.
