Pengaruh Faktor-Faktor Rasional, Politik, Teknis, dan Organisasional Terhadap Penggunaan Sistem Pengukuran Kinerja (SPK) Pemerintah Daerah (Studi pada Pemprov Riau)

Penelitian ini dilakukan untuk mengetahui pengaruh faktor-faktor politik, rasional, teknis, dan organisasional terhadap penggunaan Sistem Pengukuran Kinerja (SPK) di Pemprov Riau secara kualitatif dan kuantitatif. Pendekatan yang digunakan dalam menjawab pertanyaan adalah metode campuran. Hipotesis diuji dengan menggunakan SEM-PLS. Analisis data penelitian melibatkan pejabat dari 32 OPD Provinsi Riau dan delapan responden sebagai informan kunci. Hasil penelitian menemukan bahwa faktor-faktor rasional, teknis dan organisasional berpengaruh signifikan terhadap penggunaan SPK. Temuan penelitian ini juga mengungkap adanya mekanisme koersif, mimetik, dan normatif yang terjadi dalam pelaksanaan SPK. Dalam konteks teori institusional, penelitian ini berkontribusi terhadap pengembangan konsep isomorfisma institusional pada organisasi sektor publik, khususnya OPD pemerintah daerah.

This research aims to analyze the effect of political, rational, technical, and organizational factors on the use of the Performance Measurement System (PMS) in the Riau Provincial Government qualitatively and quantitatively. Mixed method approach was used to answer research questions. Hypotheses were tested using SEM-PLS. Data analysis of the study involvedinvolved officials from 32 OPD Riau Province and eight respondents as key informants. The results of the study found that rational, technical and organizational factors had a significant effect on the use of PMS. The findings of this study also reveal the existence of coercive, mimetic, and normative mechanisms that occur in the implementation of PMS. In the context of institutional theory, this research contributes to the development of the concept of institutional isomorphism in public sector organizations, especially OPD of local governments.
