Implementasi Kebijakan Pengelolaan Repositori Ilmiah Nasional di Lembaga Ilmu Pengetahuan Indonesia

Pengelolaan data hasil-hasil penelitian di LIPI memerlukan suatu database untuk menyimpan dan mengelola yang dinamakan repositori. Keseriusan LIPI dalam mengelola repositori ditindaklanjuti dengan mengeluarkan kebijkan melalui peraturan pada tahun 2016 tentang Repositori dan Depositori untuk kalangan internal LIPI. Dengan adanya peraturan kepala LIPI No 12 tahun 2016, maka muncul kebijakan yang mewajibkan peneliti LIPI atau satuan kerjanya untuk menyimpan karya ilmiah yang dihasilkan ke dalam repositori LIPI. Kebijakan Repositori Ilmiah Nasional LIPI yang sudah keluar tahun 2019 belum berjalan baik, karena sumber daya belum memadai, SDM belum memahami implementasi dari kebijakan tersebut. Infrastruktur Jaringan belum memadai untuk mendukung pelaksanaan kebijakaan ini, dan kewenangan yang belum tertulis jelas. Metode penelitian ini menggunakan penelitian deskriptif dengan menggunakan pendekatan kualitatif. Informan dalam penelitian ini dipilih oleh peneliti melalui metode purposive sampling. Informan pada penelitian ini berjumlah 7 orang, yang dipilih berdasarkan kapabilitas, pengalaman, dan pengetahuannya sebagai pelaksana implementasi kebijakan RIN LIPI. Hasil penelitian menunjukan Implementasi kebijakan pengelolaan repositori ilmiah nasional di LIPI dilihat dari empat dimensi, yakni Dimensi Komunikasi: transmisi pesan yang dilakukan melalui sosialisasi dan Bimtek. Dimensi sumberdaya: SDM jumlah pengelola masih kurang tetapi sudah kompeten, anggaran tidak bisa optimal ketika ada pemotongan anggaran, fasilitas Komputer dan laptop sudah di dapatkan oleh semua staf, akan tetapi jaringan internet terkadang error, wewenang yang tidak di miliki oleh pengelola sehingga tidak bisa memaksa kepada pemilik data untuk menyimpan di RIN . Dimensi Disposisi terdiri dari efek disposisi yaitu komitmen dari pengelola mendukung kebijakan ini, pengaturan birokrasi dalam pengelola RIN sudah berjalan dengan baik, dan insentif tambahan tidak ada, tetapi sudah dimasukan kedalam tunjanagan kinerja setiap bulan. Dimensi struktur birokrasi yang terdiri dari adanya fragmentasi yaitu pembagian porsi pekerjaan setiap pengelola yang sudah baik dan Standar operational procedure (SOP) belum ada, tetapi sudah mempunyai proses bisnis yang berjalan dengan baik . Data management of research results at LIPI requires a database to store and manage which is called a repository. LIPI's seriousness in managing the repository was followed up by issuing a policy through a regulation in 2016 concerning Repositories and Depository for LIPI's internal circles. With the regulation of the head of LIPI No. 12 of 2016, there is a policy that requires LIPI researchers or their work units to store scientific works produced in the LIPI repository. The LIPI National Scientific Repository Policy which was issued in 2019 has not gone well, because the resources are not sufficient, HR does not understand the implementation of the policy. Network infrastructure is not sufficient to support the implementation of this policy, and the authority is not yet clearly written. This research method uses descriptive research using a qualitative approach. Informants in this study were selected by researchers through purposive sampling method. There were 7 informants in this study, who were selected based on their capabilities, experience, and knowledge as implementers of the policy implementation of RIN LIPI. The results of the study show that the implementation of the policy on managing the national scientific repository at LIPI is seen from four dimensions, namely the Communication Dimension: message transmission through socialization and technical guidance. Dimensions of resources: human resources the number of managers is still lacking but is competent, the budget cannot be optimal when there is a budget cut, computer and laptop facilities have been obtained by all staff, but the internet network sometimes has errors, the authority is not owned by the manager so it cannot be forced to the data owner to store in RIN . The Disposition dimension consists of the disposition effect, namely the commitment of the manager to support this policy, the bureaucratic arrangements in managing the RIN have gone well, and there are no additional incentives, but they have been included in the monthly performance allowance. Dimensions of the bureaucratic structure consisting of fragmentation, namely the division of the work portion of each manager who is already good and Standard Operational Procedures (SOP) do not yet exist, but already have business processes that are running well.
