Evaluasi Kemitraan Multipihak Inspiring Bulaksumur Urban Comunity (IBUC) dalam Pencapaian Tujuan Pembangunan Berkelanjutan di Kawasan Sekitar Kampus UGM

UGM menjalankan kewajibannya dalam tanggung-jawab sosial kampus untuk kawasan sekitar dengan membuat Kemitraan Multipihak Inspiring Bulaksumur Urban Community (IBUC) yang berupaya untuk mengatasi kompleksitas persoalan di kawasan sekitar kampus UGM. Program IBUC menerapkan asas pelestarian fungsi lingkungan dalam mewujudkan pembangunan berkelanjutan yang mengintegrasikan komponen fisik, manajemen, peran masyarakat, dan budaya. Program ini mencakup penyusunan pradesain IBUC di kawasan UGM, restorasi sungai (Sungai Belik dan Sungai Code), pengadaan ruang terbuka hijau dan tempat sampah, uji kualitas air, sosialisasi dan edukasi masyarakat (penghijauan, vertikultur, tanaman obat keluarga, dan tanggap bencana), save water, serta Festival Kampung Hijau. Tujuan penelitian evaluatif ini adalah untuk mengukur sejauh mana efektivitas KMP IBUC dalam mewujudkan pembangunan berkelanjutan di kawasan sekitar kampus UGM, dampak, serta menganalisis faktor-faktor pendukung dan penghambat yang mempengaruhi keberhasilan KMP dengan menggunakan pendekatan eksploratif kualitatif sebagai metode penelitian. Penilaian efektivitas dilakukan menggunakan desain tabel logical framework dengan menilai seberapa baik output berkontribusi terhadap pencapaian outcome, adalah indikasi perubahan dan perbaikan kondisi yang jelas sudah terjadi dan mencapai tujuan KMP dalam pembangunan berkelanjutan yang dikaji kembali untuk perbaikan kinerja kualitas KMP untuk agenda program selanjutnya. Kemudian setelah menilai efektivitas dicari faktor-faktor yang mendukung dan menghambat efektivitas kemitraan multipihak tersebut Temuan dari hasil penilaian efektivitas terhadap kinerja sembilan komponen keberhasilan KMP IBUC dalam mencapai tujuan pembangunan berkelanjutan di perkampungan sekitar kampus yaitu sebesar 73,79%. KMP IBUC sudah mengarah pada pencapaian target TPB, kecuali pada nomor 5, 7, 14, dan 15. Pelaksanaan KMP IBUC belum memenuhi prinsip 1) Inklusif, Memberdayakan dan Partisipatif, 2) Responsif Gender, serta 3) Akuntabilitas dan Transparansi. Efektivitas KMP IBUC didukung oleh faktor, 1) Kesadaran dan Partisipasi Para Pihak, 2) Komitmen, 3) Kepemimpinan, dan 4) Koordinasi dan dihambat oleh faktor 1) Kepemimpinan dengan Prioritas Program Pengabdian yang Berbeda, 2) Perbedaan Kebijakan pada Manajemen Program Pengabdian, dan 3) Kemitraan tidak Diformat sebagai Kelembagaan Formal.

UGM carries out its obligations in campus social responsibility for the surrounding area by creating a Multi-stakeholder Partnership (KMP) Inspiring Bulaksumur Urban Community (IBUC) which attempts to manage the complexity of problems in the area around the UGM campus. The IBUC program employs the principle of preserving environmental functions in attaining sustainable development that integrates physical components, management, community roles, and culture. This program includes the establishment of an IBUC pre-design in the UGM area, river restoration (Belik River and Code River), provision of green open space and trash cans, water quality testing, community education (greening, verticulture, family medicinal plants, and disaster response), save water, as well as the Green Village Festival. The purpose of this evaluative research was to measure the effectiveness of the IBUC KMP in realizing sustainable development in area around the UGM campus, its impact, and analyze the supporting and inhibiting factors that affect the success of KMP. This research employed a qualitative exploratory approach as a research method. The effectiveness was evaluated through an assessment on how the output contributes to the achievement of the outcome. The assessment was conducted using a logical framework table design. The framework lists the indication of the change and improvement as the process where the outputs reach the outcomes. Once the effectiveness has been assessed, factors that support and inhibit the multi-stakeholder partnership program were explored. This study finds the performance of the nine components of success of KMP IBUC in achieving sustainable development goals in the area around the UGM campus is 73,79%. The IBUC KMP has conform to the achievement of the TPB targets, except for numbers 5, 7, 14, and 15. The implementation of the IBUC KMP has not comply to the principles of 1) Inclusive, Empowering and Participatory, 2) Gender Responsive, and 3) Accountability and Transparency. This research also finds the factors that support the effectiveness of IBUC KMP consist of 1) Awareness and Participation of the Parties, 2) Commitment, 3) Leadership, and 4) Coordination, while factors that inhibit the effectiveness are: 1) Leadership with Different Service Program Priorities, 2) Policy Differences in Service Program Management, and 3) Partnership is not Formatted as a Formal Institution.
