THE EFFECT OF PERFORMANCE-RELATED PAY ON PUBLIC SERVICE MOTIVATION IN A PUBLIC SERVICE ORGANIZATION IN INDONESIA

Implementasi remunerasi berbasis kinerja di sektor publik telah diterapkan di banyak negara. Namun demikian, masih terdapat perdebatan di kalangan akademisi terkait dengan efek dari remunerasi keuangan terhadap motivasi intrinsik. Penelitian ini mencoba memberikan jawaban atas hubungan antara remunerasi berbasis kinerja dan motivasi pelayanan publik di sebuah organisasi sektor publik di Indonesia. Kuesioner akan digunakan di dalam penelitian kuantitatif ini dengan merujuk kepada kuesioner PRP dan PSM yang dikembangkan oleh Marsden & Richardson (1994) dan Vandenabeele (2008). Data yang telah dikumpulkan akan dianalisis dengan menggunakan SPSS 27. Hasil dari penelitian ini menunjukkan bahwa PRP memiliki efek positif dan signifikan terhadap PSM setelah mengontrol karakteristik sosial-demografik dengan regresi berganda hierarkikal. Penelitian ini berpendapat bahwa remunerasi keuangan memiliki efek "crowding-in" terhadap motivasi apabila tidak dianggap sebagai alat kontrol. Hasil penelitian ini juga menunjukkan perbedaan tingkat motivasi pelayanan publik antara pegawai negeri sipil (PNS) yang menerima dan tidak menerima remunerasi.

The implementation of Performance-Related Pay (PRP) in sector public is ubiquitous in many countries. Nevertheless, there is debate among scholars regarding with the effect of financial rewards to intrinsic motivation. This study tries to provide the answer of the relationship between Performance-Related Pay and Public Service Motivation (PSM) in a public sector organization in Indonesia. Questionnaire would be used in this quantitative research with the reference of PRP and PSM questionnaire which were developed by Marsden & Richardson (1994) and Vandenabeele (2008). The data collected would be analyzed using SPSS 27. This research showed result that PRP have significant and positive effect on PSM after controlling socio-demographic characteristics in hierarchical multiple regression. Thus this research proposed that financial rewards can have crowding-in effect on motivation if it is perceived as non-controlling. The findings also suggest that there is difference in the level of PSM between civil servants who receive PRP and those who do not receive.
