FISCAL DECENTRALIZATION AND REGIONAL ECONOMIC GROWTH IN INDONESIA

Penelitian ini mengkaji hubungan antara desentralisasi fiskal terhadap pertumbuhan ekonomi. Rasio pendapatan asli daerah terhadap total pendapatan pemerintah daerah dan rasio transfer dari pusat terhadap total pendapatan pemerintah daerah digunakan sebagai proksi dari desentralisasi fiskal. Penelitian ini menggunakan data sekunder keuangan pemerintah daerah tingkat provinsi di Indonesia dari tahun 2010 hingga 2019. Penelitian ini menggunakan beberapa estimasi untuk melihat metode yang dapat memperoleh hasil terbaik, yaitu metode data panel (Pooled Least Square, Fixed Effect dan Random Effect) dan Generalized Method of Moments (GMM). Hasil estimasi menunjukkan bahwa desentralisasi fiskal berpengaruh negatif terhadap pertumbuhan ekonomi di Indonesia. Studi ini juga menggunakan variabel interaksi antara desentralisasi fiskal dan pendidikan yang hasilnya menunjukan bahwa kedua proksi desentralisasi fiskal bersifat komplementer dengan pendidikan untuk meningkatkan pertumbuhan ekonomi.

This study investigates the relationship between fiscal decentralization on economic growth. The ratio of local own revenue on total local government revenue and the ratio of transfer from central on total local government revenue are employed as the proxies of fiscal decentralization. This study employs the secondary data of local government finance at provincial level in Indonesia from 2010 to 2019. This study runs several estimations to see what method can derive the best result, those are panel data method (Pooled Least Square, Fixed Effect and Random Effect) and Generalized Method of Moments (GMM). The estimation results show that fiscal decentralization is negatively affect economic growth in Indonesia. This study also incorporates interaction term between fiscal decentralization and education which result in both proxies of fiscal decentralization are complimentary to education to enhance economic growth.
