Partisipasi Petani Hutan dalam Program PHBM di KPH Kendal

Program Pengelolaan Hutan Bersama Masyarakat (PHBM) merupakan sistem pengelolaan sumber daya hutan yang dilakukan bersama antara Perhutani, masyarakat desa hutan, dan para pihak. PHBM diterapkan sebagai bentuk solusi untuk mengatasi permasalahan sosial antara Perhutani dan masyarakat yang tinggal di sekitar kawasan hutan. Penerapan program PHBM yang dilaksanakan di wilayah perum Perhutani belum sepenuhnya berhasil mengatasi konflik sosial tersebut. Partisipasi masyarakat merupakan salah satu hal penting demi tercapainya tujuan program PHBM. Penelitian ini bertujuan untuk mengetahui tingkat partisipasi petani hutan dalam program PHBM. Penelitan dilaksanakan di wilayah kerja perum Perhutani KPH Kendal, BKPH Boja yang berlokasi di Desa Darupono, Kecamatan Kaliwungu Selatan, Kabupaten Kendal, Jawa Tengah. Pengumpulan data dilakukan dengan cara wawancara narasumber, survei anggota KTH secara sensus, observasi lapangan, dan studi dokumentasi. Analisis data dilakukan dengan tabel ditribusi frekuensi untuk mengetahui tingkat partisipasi petani hutan dalam program PHBM. Hasil penelitian menunjukkan partisipasi petani hutan dalam program PHBM bervariasi dari rendah ke sedang pada kegiatan perencanaan dan pelaksanaan, sedangkan pada kegiatan evaluasi dan monitoring petani tidak ikut berpartisipasi.

The Community Forest Management Program (CFM) is a forest resource management system carried out jointly by Perhutani, forest village communities, and other parties. CFM is applied as a form of solution to overcome social problems between Perhutani and the people living around forest areas. The implementation of the CFM program carried out in the Perum Perhutani area has not fully succeeded in overcoming the social conflict. Community participation is one of the important things to achieve the goals of the CFM program. This study aims to determine the level of participation of forest farmers in the PHBM program from local forest farmers. The research was carried out in the working area of Perum Perhutani in the Kendal KPH area, BKPH Boja, which is located in Darupono Village, South Kaliwungu District, Kendal Regency, Central Java. Data was collected by interviewing informants, surveying KTH members by census, field observations, and documentation studies. Data analysis was carried out using a frequency distribution table to determine the level of participation of forest farmers in the PHBM program. The results showed that the participation of forest farmers in the PHBM program varied from low to moderate in planning and implementation activities, while in evaluation and monitoring activities, farmers did not participate.
