Dampak Pandemi COVID-19 pada Proyek Konstruksi

Coronavirus Disease 2019 (COVID-19) pertama kali muncul pada Desember 2019 di Wuhan, China. Wabah COVID-19 memberi dampak terhadap berbagai bidang kehidupan, termasuk pada proyek konstruksi antara lain keterlambatan proyek, pembengkakan biaya, gangguan rantai pasokan, dan penularan di antara para tenaga kerja. Beberapa penelitian telah dilakukan terkait dampak COVID-19 terhadap Proyek konstruksi. Penelitian ini bertujuan mengidentifikasi berbagai dampak COVID-19 terhadap Proyek konstruksi di Indonesia dan luar negeri dari penelitianpenelitian yang telah dilakukan tersebut. Penelitian ini merupakan penelitian studi pustaka berdasarkan hasil dari penelitian - penelitian sebelumnya. Metode penelitian yang digunakan adalah content analysis, yaitu menganalisis isi informasi secara sistematik dan mengambil inferensi dari isi informasi dalam dokumen. Sumber dokumen berasal dari jurnal, surat kabar atau dokumen lainnya yang terdiri dari 39 artikel dari Indonesia dan 56 artikel luar negeri. Analisis dilakukan berdasarkan framework siklus proyek, triple constraint proyek, dampak lain dan antisipasi. Hasil penelitian menunjukkan bahwa dampak COVID-19 terhadap siklus proyek konstruksi di Indonesia kebanyakan terjadi pada tahap pelaksanaan sebesar 95% dan tahap perencanaan sebesar 5%. Terkait dengan triple constraint proyek, pada waktu sebesar 55,56%, biaya sebesar 42,59%, dan mutu sebesar 1,85%. Terkait dampak lain sebesar 14,94% dan antisipasi yang dilakukan berupa penerapan protokol kesehatan, pemanfaatan teknologi, pembuatan peraturan baru. Dampak COVID-19 terhadap siklus proyek konstruksi di luar negeri pada tahap pelaksanaan sebesar 97,50% dan tahap perencanaan sebesar 2,50%. Terkait dengan triple constraint proyek, pada waktu sebesar 57,69% dan biaya sebesar 42,31%. Terkait dampak lain sebesar 17,48% dan antisipasi yang dilakukan berupa penerapan protokol kesehatan, pemanfaatan teknologi.

Coronavirus Disease 2019 (COVID-19) first appeared in December 2019. Over time, the COVID-19 outbreak has disrupted various areas of life, its impact has also been felt on construction projects including project delays, cost overruns, supply chain disruptions, and transmission between the workforce. Several researchers have conducted research on the impact of COVID-19 on the construction industry. This study was conducted to identify the impact of COVID19 on the construction industry in Indonesia and abroad from several previous studies. This research is a literature study based on the results of previous studies. This study uses the method of content analysis, which is a research method that analyzes the information content systematically and draws inferences from the content. Document sources come from journals, newspapers or other documents consisting of 39 articles from Indonesia and 56 articles from abroad. The analysis is carried out based on the project cycle framework, project objectives, other impacts and anticipation. The results study show that the impact of COVID-19 on the construction project cycle in Indonesia mostly occurs at the implementation stage by 95% and the planning stage by 5%. Related to the project objectives, the time is 55.56%, the cost is 42.59%, and the quality is 1.85%. Regarding other impacts of 14.94% and the anticipation made in the form of implementing health protocols, utilizing technology, making new regulations. The impact of COVID-19 on the overseas construction project cycle at the implementation stage was 97.50% and the planning stage was 2.50%. In terms of project objectives, at the time of 57.69% and costs of 42.31%. Regarding other impacts of 17.48% and the anticipation made in the form of the application of health protocols, the use of technology.
