Ayam Batino Lah Bakukuak: Strategi Kemenangan Hj. Nevi Zuairina dalam Legislatif DPR RI Dapil II Sumatera Barat Tahun 2019

Penelitian ini bertujuan untuk mengetahui faktor masuknya perempuan dalam politik elektoral dalam kultur masyarakat matrilineal yang dilakukan Hj. Nevi Zuairina pada pemilihan legislatif DPR-RI Sumatera Barat Dapil II Tahun 2019. Sedangkan permasalahan dalam penelitian ini didasari tentang bagaimana strategi pemenangan yang dilakukan Hj. Nevi Zuairina pada pemilihan legislatif DPR-RI Sumatera Barat Dapil II Tahun 2019. Metode penelitian ini menggunakan studi kasus dengan teknik pengumpulan data wawancara, dokumentasi dan dianalisis secara kualitatif. Hasil penelitian ini menunjukan bahwa pertama kemenangan dari Nevi Zuairina sebagai DPR RI Dapil II Sumatera Barat tidak terlepas dari posisinya sebagai istri Irwan Prayitno yang sudah terlebih dulu menjadi orang penting yaitu sebagai Gubernur Sumatera Barat periode 2011-2015 dan periode 2016-2021. Selanjutnya strategi kampanye politik yang digunakan oleh tim pemenangan Hj, Nevi Zuairina yang pertama adalah melalui mobilisasi massa dengan melibatkan organisasi lain atau organisasi masa seperi ormas kepemudaan maupun lembaga-lembaga lain yang memiliki jaringan sampai ke pelosok-pelosok daerah yang ada di Sumatera Barat. Kedua adalah melalui ketokohan yang ditunjukkan dengan motivasi diri dari Hj. Nevi Zuairina yang ingin memenuhi keterwakilan perempuan dalam anggota DPR RI yang dirasakan saat ini masih rendah. Ketiga dengan menggunakan alat peraga baliho dan spanduk yang ditempatkan pada beberapa lokasi strategis yang mudah dilihat dan dijangkau masyarakat luas. Keempat dengan memanfaatkan media sosial seperti facebook, instagram dan twitter yang dirasakan efektif dalam memperkenalkan Hj. Nevi Zuairina sebagai calon DPR RI di Dapil II Sumatera Barat kepada masyarakat beserta program-program yang diusung atau dijanjikan kepada masyarakat jika nantinya terpilihi sebagai anggota DPR RI di Dapil II Sumatera Barat.

This research aims to explore the factors of female participation in the electoral political conduct which was heavily influenced by the culture of a matrilineal-based society as portrayed by Hj. Nevi Zuarina in the legislative National House of Representatives( DPR-RI) election of West Sumatra II constituency region in 2019. Whereas the main underlying question of this research would be of how and through what strategy Hj.Nevi Zuarina was able to pave her way to a victory in this particular election. With the use of a research method of case studies, the research will employ techniques such as interview's data collections and documentation which will be analysed in a qualitative manner. In a short description, the result of this research indicated that firstly, the victory of Nevi Zuarina was heavily influenced by the reality that, Irwan Prayitno, the Governor of West Sumatra in the administration period from 2011-2015 and 2016-2021 and a key figure in the region is a husband to Nevi Zuairina, Which was further propelled by Nevi Zuairina strategy in her political campaign which tagged in mass mobilisation that involves various organisations external to her political party, such as youth organisations that possesses strong and established networks even to the remote corner of the region. Next factor would be a motivated public image of female empowerment through female participation in The West Sumatran political rally that is still shown to be low and unpopular, hence Nevi positioned herself as a pioneer, which then contributed heavily in her late victory. Then the fourth strategy of her victory would be the utilisation of banners and billboards that were put in strategic locations that ease potential voters to be notified of her campaign instantly. Other than an offline approach, Nevi also did an online campaigning strategy through social medias such as Facebook, Instagram, and Twitter that is felt to be effective in dissemination of information such as the programs proposed to the citizens of West Sumatra if she's to be elected as their legislative representation.
