Perbandingan kinerja pelayanan kesehatan ibu dan anak Puskesmas Muara teweh dan Puskesmas Lanjas dalam pelaksanaan pelayanan antenatal di Kabupaten Barito Utara

Latar belakang : Kesehatan Ibu dan anak (KIA) merupakan salah satu program pokok di puskesmas yang senantiasa diprioritaskan, karena KIA merupakan tolok ukur kesejahteraan masyarakat. Dalam meningkatkan cakupan pelayanan KIA, puskesmas saat ini dituntut untuk memberikan pelayanan kesehatan yang bermutu. Pelayanan kesehatan dikatakan berkualitas bila dapat memuaskan pemakai jasa pelayanan dan diselenggarakan sesuai dengan standar dan etika pelayanan profesi. Untuk memberikan pelayanan, diperlukan sumber daya manusia yang mampu mengelola program dan mengelola keuangan dengan efektif dan efesien, sehingga dana dapat diarahkan untuk meningkatkan kualitas pelayanan dan perluasan jangkauan pelayanan kepada masyarakat. Tujuan penelitian untuk mengetahui perbedaan kineja pelayanan kesehatan ibu dan anak di Puskesmas Muara Teweh dan Puskesmas Lanjas dalam pelayanan antenatal yang dinilai melalui empat prespektif balanced scorcard.. Metode : Penelitian survei analitik dengan rancangan penelitian Cross-Sectional. Subjek penelitian adalah petugas Puskemas yang bekeja di ruang pendaftaran, ruang pelayanan KIA dan ibu hamil. Tempat penelitian di Puskesmas Muara Teweh dan Puskesmas Lanjas Kabupaten Barito Utara. Alat ukur adalah kuesioner, check-list dan wawancara mendalam. Analisis data menggunakan program komputer SPSS 10.0 dengan uji statistik Chi Square. Hasil : Tidak ada perbedaan bermakna (P>o,OS) antara petugas yang mengikuti pendidikan atau pelatihan diruang KIA dan pendaftaran di kedua Puskesmas, terdapat perbedaan bermakna ( p<0,05)terhadap penerapan standar pelayanan antenatal, di Puskesmas Muara Teweh lebih baik (81,4%) dibandingkan dengan Puskesmas Lanjas (60,5%). Tidak terdapat perbedaan yang bermakna (p>0,05), tingkat kepuasan pasien terhadap pelayanan yang diberikan oleh petugas di kedua puskesmas, demikian pula pada kineja keuangan tidak ada perbedaan antara Puskesmas Muara Teweh dengan Puskesmas lanjas. Kesimpulan: Tidak ada perbedaan antara kinerja pelayanan KIA Puskesmas Lanjas dengan Puskesmas Muara Teweh pada : Pemberdayaan / pengembangan sumber daya manusia, kepuasan pasien, dan kineja keuangan. Terkecuali pada penerapan proses pelaksanaan pelayanan antenatal yang sesuai standar, tingkat kepatuhan petugas lebih baik di Puskesmas Muara Teweh di bandingkan pada Puskesmas Lanjas.

Background: Maternal and child health (KIA) service is a priority program among the basic health care services, because it plays a major role in public health. In improving health service coverage of maternal and child health, primary health care nowadays is demanded to give a qualified health service. Health service is considered as qualified when it could satisfy customer and standardized implementation process and ethic of professional service. In order to give service, credible human resources who are able to effectively and efficiently manage program and financial is needed, so that budget could be well directed to improve quality of service and expanding service coverage to the community. This research was aimed to find out the difference of maternal and child health service performance in implementtion of antenatal service between high coverage Primary Health Care and low coverage Primary Health Care that was being valued through four perspectives of Baland Scorecard. Method: Analytic research using cross-sectional design. The subject of this research was Primary Health Care officer who work in the registration room, maternal and child health service and pregnant mother. This research was located in Muaru Teweh and Lanjas Primary Health Care of North Barito regency. Questionnaire, check list and in-depth interview. Data analysis used was SPSS 10.0 computer program with Chi Square statistic test. Result: The wee insignificant difference (p > 0,05) between the staff taking education or training at maternal and child health and working in both primary health care,there was significant difference (p<0,05) in antenatal service standard applied at Muara Teweh Primary Health Care is better than (81,4%) compared with Lanjas Primary Health Care (60,5%). There was no difference (p>0,05) between patient's satisfaction of the service provided by staff in both Primary Health Cere, so was the financial performance that there was no difference between Muara Teweh and Lanjas Primary Health Care. Conclusion : There was no difference between service performance and maternal and child health in the implementation of antend between high coverage of Lanjas Primary Health Care with low coverage of Muara Teweh Primary Health Care in terms of human resource develoment, pasient satisfaction, and financial performance. Except for the standardized antenatal service implementation process, staff compliance in Muara Teweh Primary Health Care was better than that in Lanjas Primary Health Care. In addition, high visit in Primary Health Care did not determine its' good service.
