Pelaksanaan Pilkada di Indonesia beberapa tahun belakangan selalu diwarnai dengan isu-isu primordialisme. Hal ini didukung oleh data tren intoleransi politik di Indonesia yang setiap tahunnya mengalami peningkatan. Namun fakta ini berbanding terbalik dengan fenomena terpilihnya Andrei Angouw yang beragama Kong Hu Chu dan beretnis Tiongoa pada Pilkada Tahun 2020 di Kota Manado yang mayoritas masyarakatnya beragama Kristen. Kemenangan Andrei Angouw ini tidak terlepas dari perilaku memilih masyarakat dalam menentukan keputusan memilih. Jenis penelitian kuantitatif dengan menggunakan metode survei ini bertujuan untuk mengetahui bagaimana perilaku memilih masyarakat dalam Pilkada Kota Manado Tahun 2020 dan juga untuk mengetahui seperti apa hubungan antara aspek-aspek perilaku memilih dengan karakteristik sosial pemilih. Hasil dari penelitian ini menunjukkan bahwa 1) dalam menentukan keputusan memilih walikota, masyarakat cenderung mempertimbangkan aspek kepartaian, aspek program, aspek personalitas kandidat, dan citra sosial; 2) aspek-aspek yang cenderung tinggi menjadi pertimbangan pemilih untuk memilih Andrei Angouw dalam Pilkada Kota Manado Tahun 2020 adalah aspek orientasi isu dan kebijakan, aspek personalitas kandidat, dan aspek citra sosial; 3) hubungan antara aspek-aspek perilaku memilih dengan karakteristik sosial pemilih menunjukan hasil yang variatif.

The implementation of the Regional Head Election in Indonesia in recent years has always been colored by issues of primordialism. This is supported by data on the trend of political intolerance in Indonesia which is increasing every year. However, this fact is inversely proportional to the phenomenon of the election of Andrei Angouw, who is Confucian and ethnically Chinese in the 2020 Regional Head Elections in Manado City, the majority of whom are Christians. Andrei Angouw's victory cannot be separated from the voting behavior of the community in determining voting decisions. This type of quantitative research using the survey method aims to find out how the voting behavior of the people in the 2020 Manado City Election and also to find out what the relationship between aspects of voting behavior is with the social characteristics of respondents. The results of this study indicate that 1) in determining the decision to choose a mayor, people tend to consider aspects of the party, aspects of the program, aspects of the candidate's personality, and social image; 2) aspects that determine Andrei Angouw's victory in the 2020 Manado City Election are issues and policy orientation aspects, candidate personality aspects, and social image aspects; 3) the relationship between aspects of voting behavior with the social characteristics of the respondents shows varied results.
