Penyusunan Agenda Kebijakan Tentang Kekerasan Seksual di Perguruan Tinggi

Penelitian mengenai kekerasan seksual ini berbeda dengan penelitian sebelumnya, karena tidak membahas dampak, penyebab, dan hukum. Tujuan penelitian ini adalah menjelaskan bagaimana peran dan proses oleh Tim Perumus Kebijakan (TPK) sebagai policy entrepreneur dalam peraturan pencegahan dan penanganan kekerasan seksual oleh masyarakat UGM. Teori mengenai Venue shopping dan Multiple streams, serta konsep Policy Entrepreneur dan Agenda Kebijakan dibutuhkan untuk menjelaskan hasil fokus dari penelitian. Secara metodologi, penelitian ini menggunakan teknik analisis kualitatif melalui pengumpulan data dari studi pustaka dan wawancara dengan narasumber yang merupakan bagian dari pihak TPK. Hasil penelitian ini menunjukkan bahwa TPK sebagai policy entrepreneur dalam penyusunan peraturan pencegahan dan penanganan kekerasan seksual oleh masyarakat UGM, merupakan tim yang dibentuk oleh Rektorat UGM. Dalam penyusunan peraturan TPK mengajak diskusi perwakilan mahasiswa, aktivis perempuan, akademisi non UGM, dan sejumlah organisasi dibidang kekerasan seksual. Arus masalah adalah relasi kuasa di perguruan tinggi masuk dalam kategori tinggi sehingga perlu adanya kepastian mekanisme pengaduan. Sehingga penyintas mendapatkan perlindungan dan jaminan ketidak berulangan. Altenatif kebijakan usulan TPK adalah menciptakan budaya intoleran terhadap kekerasan seksual. Perubahan mekanisme dalam penyusunan peraturan menunjukkan keaktifan dari setiap aktor yang terlibat pada issue kekerasan seksual di perguruan tinggi. Melihat bagaimana TPK menyusun agenda kebijakan, TPK dikategorikan sebagai individual karena berasal dari birokat namun juga kalobrasi karena berkerja sama dengan sejumlah aktor lain.

This research on sexual violence is different from previous research, because it does not discuss the effects, causes, and laws. The purpose of this study is to explain how the role and process of the Policy Formulating Team (TPK) as a policy entrepreneur in the regulations for preventing and handling sexual violence by the UGM community. The theory of Venue shopping and Multiple streams, as well as the concept of Policy Entrepreneur and Policy Agenda are needed to explain the results of the focus of the research. Methodologically, this research uses qualitative analysis techniques through data collection from literature studies and interviews with resource persons who are part of the TPK. The results of this study indicate that the TPK as a policy entrepreneur in the preparation of regulations for the prevention and handling of sexual violence by the UGM community is a team formed by the UGM Rector. In drafting the regulation, TPK invited student representatives, women activists, non-UGM academics, and a number of organizations in the field of sexual violence to discuss. The flow of problems is that power relations in universities are in the high category so that there is a need for certainty of a complaint mechanism. So that survivors get protection and guarantees of non-repetition. The alternative policy proposed by the TPK is to create a culture of intolerance towards sexual violence. Changes in the mechanism in drafting regulations show the activeness of every actor involved in the issue of sexual violence in universities. Seeing how the TPK formulates the policy agenda, the TPK is categorized as an individual because it comes from a bureaucrat but also a calibration because it works with a number of other actors.
